Agenda 10/10/2017 Item #16K110/10/2017 EXECUTIVE SUMMARY Recommendation to appoint two members to the Public Transit Advisory Committee. OBJECTIVE: To appoint two members to the Public Transit Advisory Committee, to fill vacant terms both expiring on March 22, 2020. CONSIDERATIONS: The Public Transit Advisory Committee was originally established as an ad hoc committee on February 26, 2013, by Resolution No. 2013-50, to make recommendations to the Board of County Commissioners in matters related to transit policies, issues, programs and pla ns to provide mass transit services to the citizens of Collier County. On March 22, 2016, the BCC adopted Ordinance No. 2016-07, which converted the committee from an ad hoc to a regular advisory committee. Terms are three years. A list of the current membership is included in the backup. Mr. Christopher Gavrelis resigned on May 16, 2017; Mr. Jim Klug resigned on June 20, 2017. The two vacancies have been continuously advertised since that time, and the only applications received were the following: APPLICANT CATEGORY DIST. VOTER ADVISORY COMM. John D. Jenkins None 1 Yes None Kerru Dera None 4 Yes None Concerning the appointment of members to the Public Transit Advisory Committee, Se ction 2-968 of the Code of Laws states that “The Advisory Committee shall be composed of seven members whose membership shall include one representative designated by the District School Board of Collier County and, if possible, include representatives from large employers, health care related services, social services, and transportation and planning professional. If possible, at least two representatives shall be passengers of the system…” The two applicants named above do not fall into any of the designated categories for membership on this committee. However, although they are the only citizens to have applied for the vacancies, based on their representation of small businesses in the community, that interest and their civic and community activities, staff is recommending their appointment in order to have a full membership on the committee. Should the Board of County Commissioners choose not to appoint these applicants, the vacant seats will continue to be advertised. COMMITTEE RECOMMENDATION: That Mr. Jenkins and Mr. Dera each be appointed to the Public Transit Advisory Committee, to fill the two vacant seats which shall expire on March 22, 2020. A recommendation memo is included in the backup. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation, and directs the County Attorney to prepare a resolution confirming the appointments.
