Agenda 10/10/2017 Item #16D1310/10/2017 EXECUTIVE SUMMARY Recommendation to approve the proposed route modifications to Routes 22 and 23 serving Immokalee within the Collier Area Transit (CAT) System. OBJECTIVE: To increase the area covered by the fixed route transit system in the Immokalee community. CONSIDERATIONS: CAT has received requests from the public to provide transit service to other areas in the Immokalee community that is currently not being served by the existing routes, specifically Routes 22 and 23. Modifications to the existing route would increase access to employment, medical, and educational facilities like the Immokalee Technical College for the residents. Currently Routes 22 and 23 are circulator routes that perform reverse routing traveling to Farm Workers Village, Lake Trafford, New Market Road, and East Delaware at the southern portion of the community. The routes also serve a variety of locations such as Collier Health Services, Marion E. Feather Medical Center, Immokalee Health Department, the Seminole Casino, and Winn-Dixie supermarket. The stop at the Immokalee Health Department is used as a transfer point for these routes to connect with Routes 19 and 28 that travel to the coastal portion of the County. CAT commenced the public participation process on July 26th, 2016, by hosting a public meeting to gather information about the transportation needs of the public. The members of the public that were present identified locations that they would like the bus to travel to, as well as provided information about the hours of activities that the general public participated in to get a better idea of how late the service should run. The proposed routes developed based on the feedback received. Additional public meetings were conducted on July 25th, 2017 to present the proposed route modifications. The proposed changes were also posted on CAT social media pages and website for further public feedback. CAT received positive reception of the proposed changes. The following modifications are being proposed to achieve greater efficiencies and improved service. The routes will no longer perform reverse routing and one bus will provide service the east side of Immokalee and the other bus will serve the west side of Immokalee. The Routes will continue to serve key areas of Immokalee in addition to the following destinations: Immokalee Technical College; Salvation Army; Retail and medical offices along North 15th Street between Lake Trafford Road and Westclox Road; and Department of Children and Families (DCF) CAT received high praise for the addition of these locations on the proposed routing. CAT staff also made operational changes to the route that allows the utilization of the existing revenue hours to reduce the wait time and provide later service to the area of Immokalee at no additional cost to operate the service. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. CAT will be utilizing an equivalent amount of revenue hours as the existing service for these route modifications, so there will be no increase in operating cost. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal 10/10/2017 issues, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: To approve and authorize the proposed route modifications for Routes 22 and 23 serving the Immokalee area to be effective November 5th, 2017.
