EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Vendor Certification
Regarding Scrutinized Companies List to comply with a requirement of the grant award from the
Florida Department of Children and Families (DCF) for the Criminal Justice Mental Health and
Substance Abuse (CJMHSA) Reinvestment Grant.
OBJECTIVE: To maintain and ensure compliance with grantor requirements the Board needs to sign the
required Certifications as requested by DCF.
CONSIDERATIONS: The 2007 Florida Legislature created the CJMHSA Reinvestment Grant Program
and housed it within DCF. The grant award provides funding to plan, implement, or expand initiatives
that increase public safety, avert increased spending on the criminal justice system, decrease admission to
the state forensic hospital, and improve the accessibility and effectiveness of treatment services for adults
who have a mental illness, a substance use disorder or a combination thereof, and who are in, or at risk of
entering, the criminal justice system.
On the June 13, 2017 (Agenda item 16D4), the Board approved and signed the three -year award between
Collier County and DCF for $1,042,506.
As a condition of Collier County’s award from DCF and in compliance with Sections 215.4725 and
287.135, Florida Statutes, the Vendor Certification Regarding Scrutinized Companies Lists must be
signed by the person authorized by Collier County. Collier County received the certification from the
DCF contract manager on August 8, 2017. The Grants Compliance Office determined that the Board is
responsible for authorizing completion of the certification.
This certification asserts that Collier County has not entered into a contract for goods or services in excess
of $1 million that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized
Companies with Activities in the Iran Petroleum Energy Sector List.
FISCAL IMPACT: The above actions have no new fiscal impact. Funds are available from DCF and are
budgeted within Human Services Grant Fund (707) and Human Services Match Fund (708), Project
33513.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board action. -JAB
