EXECUTIVE SUMMARY
Recommendation to award Contract Number 16-7016 to Kisinger Campo & Associates,
Corporation for professional engineering services for Independent Peer Review of Bridge
Replacement or Rehabilitation Projects in the amount of $202,442, pursuant to RFP Number 16-
7016, and authorize the Chairman to execute the attached contract (Project No. 66066).
OBJECTIVE: To supplement County staff by obtaining professional engineering services to review the
designs of fourteen (14) bridges contained in four County bridge replacement or rehabilitation projects.
CONSIDERATIONS: Staff reviews all County transportation projects developed by external consultants
for conformance with applicable County and Florida Department of Transportation
standards/requirements and evaluates the constructability of the project prior to the construction phase.
Additionally, reviewers attempt to identify possible design modification opportunities that may improve
the value of the project. Improving value includes minimizing the overall cost of construction and
maintenance, while maintaining quality and minimizing the negative impacts on the public.
Due to staffing limitations, the Transportation Engineering Division regularly relies on independent
consultants to review bridge-related design work submitted for evaluation. This contract will enable staff
to employ the services of an independent engineering consultant to review the following County bridge
projects: 66066.2 [bridge number 030184]; 66066.12 [bridge numbers 030136, 030137, 030138, 030139,
030140, 030141, 030153, 030154, 030155, 030156, and 030158; 66066.13 [bridge number 030160];
66066.14 [bridge number 034046].
In accordance with the Board of County Commissioners (Board) authorization to enter into negotiations
with the top ranked firm, Kisinger Campo & Associates, Corporation, staff has negotiated a contract to
complete the scope of work pursuant to RFP 16-7016 (Agenda item 16A2, 02/28/2017).
FISCAL IMPACT: Funds are budgeted and available within Transportation Gas Tax Supported Fund
(313) Bridge and Structure Project No. 66066 to complete this scope of work.
Approval of this item for engineering services will not result in a direct impact on future operational and
maintenance costs.
GROWTH MANAGEMENT IMPACT: The project is in conformance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award Contract Number 16-7016, “Independent Peer Review of Bridge
Replacement or Rehabilitation Projects, Project Number 66066” to Kisinger Campo & Associates,
Corporation in the amount of $202,442.00, and authorize the Chair to execute the attached contract.

16.2. All notices required or made pursuant to this Agreement to be given by the OWNER to
the CONSULTANT shall be made in writing and shall be delivered by hand, by fax or by the
United States Postal Service Department, first class mail service, postage prepaid, addressed to

16.3. Either party may change its address of record by written notice to the other party given in
accordance with requirements of this Article.
ARTICLE SEVENTEEN
MISCELLANEOUS
17.1. CONSULTANT, in representing OWNER, shall promote the best interests of OWNER
and assume towards OWNER a duty of the highest trust, confidence, and fair dealing.
17.2. No modification, waiver, suspension or termination of the Agreement or of any terms
thereof shall impair the rights or liabilities of either party.
17.3. This Agreement is not assignable, or otherwise transferable in whole or in part, by
CONSULTANT without the prior written consent of OWNER.
