EXECUTIVE SUMMARY
Recommendation for the termination of the Basic Industry Growth Promotion Incentive Program
Agreement between Collier County and Ferris Marketing, Inc., due to Ferris Marketing, Inc. being
unable to meet the job requirements of the Agreement at the initial validation meeting.
OBJECTIVE: Approval by the Board of County Commissioners (Board) of the termination agreement
between Collier County and Ferris Marketing, Inc. for the termination of the Basic Industry Growth
Promotion Incentive Program Agreement. Ferris Marketing was unable to meet the job requirements at
the first validation meeting and has requested that the agreement be terminated.
CONSIDERATIONS: On January 12, 2016, the Board of County Commissioners entered into an
agreement with Ferris Marketing, Inc. for the Basic Industry Growth Promotion Incentive Program.
The agreement required the creation of at least 12 new jobs that met or exceeded the NAICC 4239
average wage of $43,635. At the first annual validation meeting, Ferris Marketing was unable to meet the
requirements of the agreement and requested that the agreement be terminated.
FISCAL IMPACT: Ferris Marketing, Inc. did not receive any funds pursuant to the Agreement. The
recording of this agreement may incur a fee. Sufficient funds are available in the Economic Development
budget (001-138760) for the recording expense.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan, which states: “Collier County will support
programs that are designed to promote and encourage the recruitment of new industry, as well as the
expansion and retention of existing industries to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action. - JAB
