EXECUTIVE SUMMARY
Recommendation to approve an Interlocal Agreement with the City of Marco Island to provide fire
protection and rescue services to the unincorporated area of the County known as Goodland.
OBJECTIVE: To provide fire and rescue services for the unincorporated area of the county known as
Goodland.
CONSIDERATIONS: The City of Marco Island has provided fire protection and rescue service to the
Goodland area through an interlocal agreement with the County. These fire protection services ar e
funded by the Goodland/Horr’s Island Fire District with a millage rate set by the Board of County
Commissioners. Historically, the Marco City Fire Department has provided these fire suppression
services to Goodland due to its close proximity.
The current agreement expires on September 20, 2017. To ensure continuity of service, the proposed
agreement, which was approved by the Marco Island City Council on August 21, 2017, provides for
automatic renewals unless terminated or amended by either party in ac cordance with the terms of the
agreement.
FISCAL IMPACT: The proposed FY2018 Expense Budget totals $113,400 and includes a
recommended payment to Marco Island for serves described above, totaling $107,900 after payment of
customary administrative fees and net cost paid to the Property Appraiser and Tax Collector as well as
any other associated fees and cost.
Fire District MSTU Property Tax Revenue is based upon a millage rate of 1.2760/$1,000 of taxable value
and the rate will generate $104,000. After accounting for available Fund balance estimated on 9/30/17
and the required 5% revenue reserve, total Fund revenue amounts to $113,400.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
RECOMMENDATION: To approve and authorize the Chair to sign an Extension to Interlocal
Agreement with the City of Marco Island for the provision of fire and rescue services within the
Goodland service area.
