Agenda 09/26/2017 Item #16D2109/26/2017 EXECUTIVE SUMMARY Recommendation to approve an after-the-fact Florida Department of Economic Opportunity (DEO) Community Planning Technical Assistance Grant application to implement a tourism marketing mobile-responsive website in the amount of $60,000. OBJECTIVE: To strengthen agricultural and heritage tourism partnership opportunities in Immokalee and surrounding areas, including the Immokalee Pioneer Museum at Roberts Ranch. CONSIDERATIONS: The DEO offers funding to local governments in the form of C ommunity Planning Technical Assistance Grants to assist with creative planning and development strategies that foster a diverse economy as well as healthy rural and urban communities (see Florida Statutes, § 163.3168). The DOE grant will enable the Museum Division to create an easily navigable mobile-responsive website that includes a network of local attractions and tourism experiences that visitors and residents can explore. With a focus on agricultural, culinary, and heritage tourism, the project will strengthen and diversify less well-known aspects of the interior tourism economy and provide easier access to less visible tourism resources. With a collaborative and cooperative approach, the website will assist a user in capitalizing on multiple venues during day trips while highlighting the deep history and enduring traditions of Collier County’s agricultural industry. The deadline for the DEO grant application was June 23, 2017. The Museum Division became aware of the grant opportunity at a Southwest Florida Promise Zone Task Force meeting on June 21, 2017. In accordance with Collier County CMA #5330, the County Manager is authorized to approve the submittal of grant applications with subsequent after-the-fact approval by the Board of County Commissioners at the next regularly scheduled Board meeting. The County Manager approved the grant application on Friday, June 23, 2017. Should the grant be awarded, the agreement will be brought to the Board for approval and execution. FISCAL IMPACT: There is no fiscal impact associated with applying for this grant. Should the grant be awarded, staff will bring back budget amendments recognizing grant revenue and budgeting expenditures in a dedicated project number. The total cost of this project is equal to the grant request. No local grant match is required. GROWTH MANAGEMENT IMPACT: There is no growth management impact. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the award if the DEO Community Planning Technical Assistance Grant applied for is approved. Tourism Marketing Mobile-Responsive Website 1. The proposed project is geographically set in the economically distressed counties and communities of the South Central "Rural Area of Opportunity" (RAO) designation. This includes lmmokalee in northern Collier County where the National Register listed Roberts Ranch is located, operating as a pioneer museum. Adjoining communities with the South Central RAO include Glades, Hendry, and Okeechobee Counties and the communities of Pahokee, Belle Glade, and South Bay (Palm Beach County). Focused on agricultural, culinary and heritage tourism, the project will strengthen and diversify less well known aspects of the tourism Industry and provide easier access to less visible tourism resources hidden among the citrus groves and cattle ranches of the state's interior.
