EXECUTIVE SUMMARY
Recommendation to approve additional FY17 Federal Transit Administration (FTA) 5339 grant
funds in the amount of $12,254 for capital projects and submittal of a revised grant application
through the Transit Award Management System (TrAMS).
OBJECTIVE: To obtain additional grant funds for the management of the Collier Area Transit (CAT)
system.
CONSIDERATIONS: On July 11, 2017, the Board of County Commissioners (Board) approved the
submittal of an FY17 FTA 5339 grant application in the anticipated amount of $287,635. On July 6, 2017,
the FTA allocated a final apportionment to the Bonita Springs/ Naples urbanized area with an additional
$12,254. The revised and final apportionment allocated to Collier County is $299,889.
A grant application must be entered into TrAMS to utilize these funds. The application was prepared and
attached for the Board’s approval. Collier County will request approval from the Florida Department of
Transportation for the use of toll revenue credits in the amount of $74,972 as a soft match for the grant.
After review and approval from FTA, the grant award is electronically executed in TrAMS by the Public
Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of
Management and Budget grants compliance staff will also use this electronic system to manage the
project and submit all required reports.

FISCAL IMPACT: There is no fiscal impact at this time. A budget amendment will be brought to the
Board for approval upon acceptance of the FY17 5339 grant award.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support the goals and objectives
of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action.-JAB
RECOMMENDATION: To approve additional FY17 Federal Transit Administration 5339 grant funds
in the amount of $12,254, and authorize PTNE staff to submit a revised grant application.
