EXECUTIVE SUMMARY
Recommendation to approve additional FY17 Federal Transit Administration (FTA) 5307 grant
funds in the amount of $77,939 and submittal of a revised grant application through the Transit
Award Management System (TrAMS), and authorize the necessary budget amendment.
OBJECTIVE: To obtain additional grant funds for the management of the Collier Area Transit (CAT)
system.
CONSIDERATIONS: On July 11, 2017, the Board of County Commissioners (Board) approved the
submittal of an FY17 FTA 5307 Urbanized Area Formula Grant application in the anticipated amount of
$2,391,838. On July 6, 2017, the FTA allocated a final apportionment to the Bonita Springs/Naples
urbanized area with an additional $77,939. Collier County is located within the Bonita Springs/Naples
Census Urbanized Area; therefore a portion of the 5307 funding received is shared with Lee County. The
revised total amount allocated to the Bonita Springs/Naples Urbanized Area is $3,108,007. The final
apportionment designated is $2,469,777 for Collier Area Transit and $638,229 for Lee County Transit.
A grant application must be entered into TrAMS to utilize these funds. The application was prepared and
attached for the Board’s approval. Collier County will request approval from the Florida Dep artment of
Transportation (FDOT) for the use of toll revenue credits in the amount of $515,444 as a soft match for
the grant. After review and approval by FTA, the grant award is electronically executed in TrAMS by the
Public Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of
Management and Budget grants compliance staff will also use this electronic system to manage the
project and submit all required reports.

FISCAL IMPACT: A budget amendment is required in FY17 in the amount of $77,939 to recognize the
additional grant revenue funds to CAT Grant Fund (424), Project 33526. In addition, outstanding grant
funds from FTA 5307 FY08 in the amount of $10,478 will be appropriated within the project. Collier
County has requested approval from FDOT for the use of toll revenue credits in the amount of $515,444
as a soft match in FY17.
