Agenda 09/26/2017 Item #16C709/26/2017 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment in the amount of $148,000 transferring funds between cost centers and line items within the Collier County Water-Sewer District Operating Fund (408) to cover costs for unanticipated increases in bank fees and contractual services. OBJECTIVE: To provide adequate funding for actual / projected FY17 bank fees for credit card payment processing and associated contractual services for hosting Payment Card Industry (PCI) compliant Interactive Voice Recognition (IVR) and Web payment systems. CONSIDERATIONS: Financial Operations Support Utility Billing and Customer Service bills customer accounts monthly for potable water, sewer, and irrigation quality water services. Bank fees are incurred for all types of payments including lockbox (checks sent via the postal service), credit cards, bank drafts, and over-the-counter cash and checks. Contractual Services costs are incurred for hosting the PCI compliant IVR and Web payment systems. Bank fees and contractual services costs will exceed the amounts budgeted for FY17 by approximately $130,000 and $18,000 respectively due to larger than anticipated increases in the customer base and percentage of customers paying via credit card. FISCAL IMPACT: Funding is available in the amount of $148,000 within the Collier County Water- Sewer District Operating Fund (408). GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this budget amendment. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, approve a budget amendment in the amount of $148,000 transferring funds between cost centers and line items within the Collier County Water-Sewer District Operating Fund (408) to cover costs for unanticipated increases in bank fees and contractual services.
