EXECUTIVE SUMMARY
Recommendation to approve an Interlocal Agreement with the District School Board of Collier
County providing for the conveyance of Manatee Road Extension to Collier County as public right-
of-way (Project No. 60131). Estimated Fiscal Impact: $122,920.70
OBJECTIVE: To acquire Manatee Road Extension as public right-of-way.
CONSIDERATIONS: The District School Board of Collier County (the District) wishes to convey
Manatee Road Extension to the County as public right-of-way. The subject portion of roadway is located
between US 41 and Roost Road and is approximately 220,855 square feet in size (5.07 acres, more or
less). The acquisition of Manatee Road Extension as public right-of-way will provide connectivity
between US 41 and Collier Boulevard (CR 951). The attached Interlocal Agreement (the Agreement)
provides for conveyance of the major portion of the roadway to the County in fee simple. The Agreement
also provides for conveyance to the County of a road right -of-way, drainage and utility easement over a
five-foot wide strip of land running for a distance of 522.29 feet, which the District needs to retain for an
electrical conduit to its signage.
The County’s Road Maintenance Division has inspected the existing roadway and determined that
improvements are required to bring it within County standards. The required improvements consist of
resurfacing and restriping the roadway, installation of signs, crosswalks, curbs, gutters and sidewalks; the
aggregate cost of these improvements is $122,712.20. The District’s share of the costs is $72,456.68,
which will be paid to County simultaneously with delivery of the deed. In turn, the County shall be solely
responsible for completing the above referenced improvements and paying the $50,255.52 remaining
balance for said improvements (all as more fully set forth in paragraph 4 of and Exhibit “C” to the
Agreement.)
It is anticipated that the developer of the Argo Manatee Planned Unit Development will improve the first
one-third of Manatee Road (at its intersection with US 41) as part of the subdivision approval.
FISCAL IMPACT: Funds in the amount of $122,920.70 are available within the Gas Tax Supported
Fund (313) Road Resurfacing Project No. 60131 ($72,456.68 to be paid by the District to the Co unty at
closing, $50,255.52 representing County’s allocation of improvement costs and approximately $208.50
recording fees). The District cost share will be deposited into the same project number and recorded as
revenue.
The annual maintenance cost thereafter of the infrastructure will be approximately $8,900.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and it requires a majority
vote for approval.--HFAC
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long Range
Transportation Plan and the Collier County Growth Management Plan.
RECOMMENDATION:
1. Approve the attached Interlocal Agreement and authorize the Chairman to execute same on
behalf of the Board;
2. Accept the conveyance of Parcels 330FEE and 330RDUE and authorize the County Manager or
his designee to record the conveyance instruments in the public records of Collier County,

3. Authorize the payment of all costs and expenses that Collier County is required to pay under the
terms of the Interlocal Agreement to close the transaction and bring the road up to County
standards;
4. Authorize the County Manager, or his designee to take the necessary measures to ensure the
County’s performance in accordance with the terms and conditions of the Interlocal Agreement;
and
5. Authorize any and all budget amendments required to carry out the collective will of the Board.
