Airport Road Flyover Update ADJOURN 2 May 20, 2003 May 20, 2003 Pledge of Allegiance was recited. Workshop was called to order by Vice Chairman Commissioner Donna Fiala at 9:07 AM. 1. CAT Program - Diane Flagg - Alternative Transportation Modes A packet was provided (attached). Diane explained their mission statement is to provide safe accessible public transportation services to the community. The County contracts with McDonald Transit. They were contacted to do a performance audit for them. She covered the results with graphs shown on the overhead. - Showed the different bus routes and transfers. - Number of passengers is increasing. - Shelters selected by the Golden Gate Municipal Taxing Services Taxing Unit Beautification Committee. - Discussed the existing shelters and areas for new shelters to be installed. Will take 4-6 weeks to install. - Showed a local architects proposal for a shelter for the City of Naples. Quotes so far came in at $20,000 with the others between $5-6,000. They have to be manufactured with special order and waiting for two additional quotes. Mayor MacKenzie asked if they could modify it to accommodate the Arbor type characteristics and Diane responded she will contact the manufacturers. - Color green will be consistent for the CAT - Emblem the same - keeping with Community Character - Discussed routes for students - Immokalee circulator funded through Transportation Disadvantage Program - Provide for Vo-Tech Center, workers on shifts, Cleveland Clinic and Marco Island circulator. - Federal Transit pays 100% of the buses - Working with Business Leaders on Monthly passes for employees - Proposed Fare structure was given per packet - Current fare - $1.00 - proposing to increase to $1.50 - Monthly Pass $20.00 - undervalued - Proposing to increase to $30.00 - 40 trips a/month - Encouraging Business's to buy for employees and deduct from pay checks. - $3.00 daily pass - no increase. - Breaking even right now. - A Funding sheet showing the Expenses and Revenues was handed out ( attached) - She reviewed grants and funding. Commissioners Fiala and Coletta is concerned about the possible fare increases and those that mayor may not be able to afford them. Page 2 May 20, 2003 Vice Mayor Galleberg felt they were affordable. He had a concern of the work being done on US41 with lanes being closed how they will accommodate the busses for next year. Diane Flagg mentioned they are working with Florida Dept. of Transportation. Commissioner Coyle didn't think they should focus so much on the percentage of increase and encourages the increase. If it seems to decrease rider ship, they can always come down with the rates. He is not concerned about the decrease in rider ship. Mayor MacKenzie agreed with Commissioner Coyle but felt the County staff should look at Social Service Agencies and those persons eligible for services for riding the bus. Councilman MacIlvaine felt it was an aggressive marketing getting one week free out of every 4 weeks riding the bus. He thinks it is a good idea to work with the businessman. Councilman Russell stated many things have to be considered and built into the whole situation and look at the goals and all the benefits. Councilman Herms looked at the budget and stated it is a very small portion of the total budget. He asked what the projection increase would be for fare increase. County Manager Mudd responded - 21 % increase or approx. $75,000. Councilman Herms stated ifno increase at all it is a minimal amount of differential. It is to keep cars off the road, and many municipalities only break even and provide it as a service. Three more buses are coming and that will be a total of 9 buses. 2. ASR - Aquifer Storage & Recovery - Roy Anderson - Chief of Engineering The project involves series of reclaimed water ASR wells that will be installed in the Pelican Bay Wellfield site off Livingston north of Immokalee Road. They submitted the application for the project to the FDEP in November 2002. They are in the final stages at this time. Mr. Anderson gave an update power point presentation as follows: (Attached) - Objectives - What is ASR - methods of resources, storage underground, and recovery. - Talked about the technology meeting seasonal demands - Schematic of an ASR System - ASR vs. Deep Injection Wells - A map was shown of other ASR sites in the US - Storing Potable Water, reuse systems, and the surface water - Pull out 1 M gallons every day for tourism season 6 months - Regulations & Requirements - monitoring - Alternatives for Storage Page 3 May 20, 2003 - Examples of ASR's - Mantee Road - How safe is ASR - Extensive Analysis - Tested for chemical & biological parameters and complies with the EP A & State standards. - Under final review process - shared with City of Naples - File for operating permit is final step Vice Mayor Galleberg asked if the surface water and reclaimed water needs to be treated before injection to meet the standards or just as is. Mr. Anderson responded it may require minimal treatment when it comes back out - chlorination possibly. Surface water may be required treatment for solids or other materials. It does have to meet a high standard for irrigation. Lloyd Horvath - County Consultant - any water injected into the aquifer that contains water above a level of salinity needs to meet primary & secondary drinking water standards. All ASR's - surface and reclaimed. Councilman Herms was concerned how close the proposed ASR is to the well fields. They showed the maps again of the ASR and the well fields. Mr. Horvath stated the gradients for water flow does not allow the fluids to be pumped out of the well fields and pumped to customers which Councilman Herms is concerned about. Councilman Herms stated their experts have told them the more water they pump from the one area the more the water will flow towards the ASR. County Manager Mudd responded if that is true they are in violation on their fresh water aquifers in Golden Gate City Blvd. The city's consultant said the flows come in from the northwest to the southeast and the Well field gradients weren't causing any more than a foot decrease in the lakes. More discussion followed between Councilman Herms and Mr. Horvath on the geology and mapping. Ground water moves very slowly - can be less than I foot per year. The water out of the tap is not re-used water; this water is going to be used for irrigation. Home Land Security was discussed because of contamination and that it is well protected. There is one primary drinking water standard and adjusts to new levels when analyzed. These are the same standards everywhere. Bottled water is of a different essence. Vice Mayor Galleberg stated the ASR's are proven and the County is managing it correctly and will work hard that they have access to all the information to questions. Councilman Herms agrees technology works - but has concerns about the chemicals underground, the aquifers life with needing more research and not ready to say he is comfortable with this level. Page 4 May 20, 2003 BREAK - 10:30 AM RECONVENED - 10:45 AM 3. Beach Parking Agreement Update - John Dunnuck - Public Services Adm. Staff was directed to look at fair share compensation based upon the amount of the beach stickers distributed. They did a compared analysis of available beach spaces throughout the County. They came upon an agreement of allocation between the two staffs. They are looking at other funds that are available to do a capital request jointly or in conjunction with TDC funds etc. They will have something in the form of a proposed agreement for the Boards in early June. Mayor MacKenzie asked ifthey could make it a three agreement and in one year increments twice for the five year agreement, so it can be adjusted if necessary. Mr. Dunnuck said staff would agree to it. The City of Naples is looking at alternatives for funding - if accomplished looking at the methodology of parking spaces ratio and ratio of stickers issued. Together they will look at the impacts by the County and City. The City wants to be good neighbors and keep the beaches in the best condition they can be in. The City and County are working together and making sure everyone is doing the right thing and justifies where the TDC funds go. 4. FEMA Flood Map Update - Patrick White - Assistant County Attorney He introduced his team and gave a power point presentation as follows: _ Purpose of presentation to brief everyone on the restudy process and the appeals resolution process. _ Appeal process - FEMA incorporates appropriate revisions and published FIS report and maps. 10/03 Bob Devlin continued: _ Covered initial Findings - technical data, methodology, and local historical data _ Have improved the quality of the map - street names etc. - user friendly map. - Impact of Proposed Changes Stan Chrzanowski continued: - Golden Gate study map - Showed map _ Discussed insurance - different zone of flooding - elevations - topographic map - data sent to FEMA and accepted. - 7,500 houses affected - Insurance may be raised by $1,000 _ Signed Contract for additional benchmarks throughout Golden Gate. Page 5 May 20, 2003 - Anyone building in the Estates from now on will be able to shoot the elevation of floor slab to make sure they are above the proper elevation. Patrick White continued: - FEMA is willing to consider the maps Timeline for adoption of the new flood maps - Start to use maps October 2003 (will become effective) - Has asked for a delay. Alternati ves: - Accept current maps but refute proposed maps - Continue with the flood insurance rate map restudy process - Coastal restudy - Benchmarks in the Estates - Estimates for continuing services of TCE, Inc. & elevation benchmarks - Litigation - If rejected - start to formulate litigation process by October - Withdraw from Federal program seek support to form State program Vice Mayor Galleberg discussed several issues and feels they should continue. Commissioner Coyle is in support of the action taken to continue to work on it aggressively. Dick Tomasello - Tomasello Consulting Engineers - gave the proposed schedule. (Is in the presentation.) - Estimated total cost is $235,000 - no additional funding is needed. - The best available data is being provided. - Two Congressmen are also working on the problem - Congressman Goss and now Congressmen Mario Diaz-Balart. Letters have been sent to FEMA. Copies were distributed to the City Council Members. Will continue to monitor. - There was an informal consensus to continue with the restudy process. Staffwill hold another Joint meeting in September for an update and to be directed of procedure at that time. 4. Airport Road Flyover Update - Greg Strakaluse - Transportation Department - gave an update of the overpass: An Executive Summary has handed out. His report is as follows: - Gave impacts of Airport & Goodlette - Improvement to Goodlette Road project to Pine Ridge & Golden Gate Parkway - Looking at long and short term improvements - median enclosure - Working with businesses - Commitment Proposals - Golden Gate Parkway - 4 lanes -widened to 6 lanes - Livingston to Santa Barbara Page 6 May 20, 2003 - Overpass - 60% plans this summer - final completed winter of 2004 - award construction spring 2004. - Working with Bears Paw & Estuary on easier turning lanes. - Better visuals prepared. (Presented on visualizer) Don Scott - Transportation Director - after last workshop looked at improvements that can be made. Discussed different turn lanes on Goodlette, discussed Livingston which is the worse corridor. Talked about the Gordon River Bridge crossing and are looking at impacts. Mayor MacKenzie presented a Resolution passed by the City Council of Naples that officially states they are opposed to an overpass at the intersection. They will support another alternative that maybe acceptable. Overpasses should be an option of last resort - not first resort when looking to resolve the congestion on both sides of the boundary. She stated that is a flawed suggestion - there are other alternatives they should be looking at. SPEAKERS Jim Kramer - read a letter verbatim. (Attached) He lives in District #3 and has had a problem in the past with towing overcharges. Has spoken to the Naples police and Code Enforcement and doesn't seem to get any action from anyone. He feels towing companies overcharge for the services they provide. Jeff Provenzano -lives in Golden Gate Estates - he does not feel they need an overpass. He didn't think the intersection will work for the overpass and many people are going to be upset. He feels the Gordon River Bridge has been needed for many years and in favor of it. Bob Stone - is concerned about the cost to the taxpayers for the overpass and the next three that is in the "needs" plan. The Transportation Dept. has not done their homework and is alternatives that have not been looked at. He has a 45 minute power point presentation that he would share with the County Commissioners and the City Council members. He offers it at anytime they wish to view it. Bob Krasowski - 23 year resident and affiliated with the Zero Waste Collier County Group which is interested in management of solid waste discards. He talked about the life expectancy of the County Landfill which is to divert materials away from the land. He discussed numbers of recyclables and materials in the City and felt there was room for improvements. The County is aggressive in promoting and advocating for gasification since they passed a work order for gasifiers. Be careful in buying into these facilities that would lock the people into contributing materials into the landfill. The garbage can go elsewhere. The Conservancy is using a visioning process that is looking at zero waste - what to do with discards etc. Page 7 May 20, 2003 Councilman Herms appreciated the Counties presentations and talked about the critical area of transportation problems. Unless the intersections are going to function he asked that the Commissioners review all of this through the decision process. When it comes time to sign a contract for construction, it is imperative that they know it will work.
