Agenda 07/11/2017 Item #16F307/11/2017 EXECUTIVE SUMMARY Recommendation to provide after-the-fact-approval for the submittal of the Florida Department of Economic Opportunity Community Planning Technical Assistance grant application in the amount of $40,000 to fund a Market Analysis and Feasibility Report that provides in-depth data related to land-use planning, economic development impact and financial viability for the Immokalee Culinary Arts & Production Campus at the Immokalee Regional Airport. OBJECTIVE: To obtain after-the-fact-approval for the submittal of the Florida Department of Economic Opportunity (DEO) Community Planning Technical Assistance grant (CPTAG) application in the amount of a $40,000 for the Immokalee Culinary Arts & Production Campus to fund a Market Analysis and Feasibility Report that provides in-depth data related to land-use planning, economic development impact and financial viability for the Immokalee Culinary Arts & Production (I-CAP) Campus. CONSIDERATIONS: On September 10, 2013, Agenda Item 11.C, the Board approved the Office of Business & Economic Development’s FY14 Business Plan, which included a goal of developing a business accelerator program. Policy direction from the November 26, 2013, and December 10, 2013, BCC meetings culminated in the May 13, 2014 approval of the Collier County Innovation Accelerator Business Plan, and authorized its implementation. The Florida Culinary Accelerator @ Immokalee (Immokalee Accelerator) will offer an agribusiness - focused culinary food accelerator equipped with commercial kitchen equipment, food product development and testing equipment, which will meet all FDA, USDA and state-applicable requirements and be completed by July 2017. The Immokalee Accelerator will play a critical role in providing opportunities for food entrepreneurs and in diversifying the type of companies in Collier County, as well as create new employment and career opportunities for our workforce. The purpose of the I-CAP Campus is to provide access to a high-tech shared commercial food and beverage facility that will provide hands-on developmental and production assistance to businesses and their products, promoting innovation by offering educational programs, student mentoring and a wide range of internship opportunities across a broad spectrum of the culinary arts and high-tech food production systems. The Immokalee Accelerator is designed to transition culinary professionals from cottage status to a commercial level capable of executing contracts with mainstream distribution channels. However, the facility is constrained by its 5,274-square-foot space. Therefore, the keystone of the I-CAP is a 50,000-100,000-square-foot shared multi-focused kitchen, production and education and research facility that will serve as a hub for private sector investment and build-out of the campus park. Graduates of the Immokalee Accelerator may still need assistance with establishing their production capabilities within Collier County. The I-CAP Campus will create additional production capabilities, stimulate collaboration within the local agriculture economy and encourage new market opportunities for food entrepreneurs and farm operations in Collier County. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board action at the next available board meeting to ratify the approval “after-the-fact.” FISCAL IMPACT: The total grant application is $40,000. The maximum DEO Community Planning Technical Assistance Grant request is $40,000. There is no matching requirement and the grant is re- imbursement based. 07/11/2017 GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic Element of the Collier County Growth Management Plan, which states: “Collier County will support programs which are designed to promote and encourage the recruitment of new industry, as well as the expansion and retention of existing industries in order to diversify the County’s economic base.” LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. The area is located in a Federal Promise Zone-designated area, Immokalee, Florida. Over the past decade, the county has not been successful in attracting businesses and investments to Immokalee and local developers have expressed concems over why the area has not flourished. The Immokalee Culinary Arts & Production (I-CAP) Campus will encourage economic and business development through a high-tech, shared commercial food and beverage facility that will promote innovation and provide hands-on developmental and production assistance to enable local businesses and products to profitably reach Southwest Florida's 1.2 million residents. The I-CAP campus will offer educational programs, mentorships and intemships in culinary arts and high-tech food production. The 5,274-square-foot Florida Culinary Accelerator @ Immokalee, a shared kitchen, production, and education and research facility, witl serve as a 2 hub for private sector investment and build-out of a future 100,000-square-foot food business campus. ImDortance to the Communitv The I-CAP Campus is located in the unincorporated community of Immokalee in Collier County (2015 Census population, 343 ,802). Immokalee is an extremely rural and agricultural county with many economic and social distress factors. Yet, the agriculture market has been threatened over the years with declines in the number ofjobs available. These factors, combined with the county's limited resources, have created a need to diversity the economy with industries that complement and build upon one another. Immokalee is an economically distressed, unincorporated area of Collier County with a population of 24,154, with 5. 16 persons per household - 43.3 percent living in poverty. Median household income is 525,725, per capita income is $10,029, and 5l percent ofresidents under 65 years old lack health insurance. Immokalee is also an uneducated area. Only 36.4 percent of its residents have a high-school degree and only 4 percent have a bachelor's degree. Demographically, it's a young, Hispanic community. A total of 75.6 percent of residents are Hispanic, 33.7 percent are under 18 years old, and 41.4 percent are from a foreign country. Immokalee is only 22.7 square miles in land area, meaning that population density is 1 ,064.1 persons per squ e mile. It's also ranked the second poorest city in Florida. (All statistics are from Census.gov data.) Two national documentaries have highlighted the economic struggles of the Immokalee area. The first, by CBS News and noted award winning joumalist Edward R Murrow, The Harvest of Shame, documented the challenges of this area in 1960. The second, in 2014, Food Chains, revisited the Immokalee region to see how things have changed and sadly concluded there had been no progress toward changing its impoverished conditions. In the past, Collier's economy has focused primarily on tourism and the service industry. While these are still important industries, other economic activities are needed to increase diversity and bring new opportunities to the area. The I-CAP Campus, a vibrant mixed-use community in the agricultural heart of Collier County, wilt be an excellent opportunity to bring in an innovative redevelopment project that would improve economic development opportunities in Southwest Florida. Funding under this agreement will be used in alignment with the Comprehensive Economic Development Strategy (CEDS) of the Southwest Florida Regional Planning Council (SWFRPC). The Council's CEDS plan is based on the Florida Chamber Foundation's Six Pillars framework, which is consistent with the DEO five-year Statewide Economic Strategic Plan. Incubators and accelerators are identified as a Vital Project in the CEDS, and they support the strategy under the Innovation and Economic Development Pillar, which addresses "innovation, commercialization, entrepreneurism, global trade and economic development." This project is identified as a Vital Project, "Expansion of the Immokalee Business Development Center," in the CEDS. The 3 development of this culinary accelerator is necessary to expand existing businesses and industry growth and is consistent with the CEDS. Ultimately, this project will further that strategy. 2. The product that would be rendered as a result of receiving the funding: This project will produce a 21st Century vision, market analysis and feasibility study. The plan will include market demand for industries and career opportunities suitable for this area. 3. The amount of funding requested: The request for funding is $40,000. 4. Any additional information about the proposed project the local government or regional planning council chooses to include for DEO's consideration: This project qualifies for priority consideration or preference points under Florida's Rural Area of Opportunity (RAO) program and the U.S. Department ol Housing and Urban Development's Rural Promise Zone initiative. Immokalee is also a U.S. Department of Agriculture StrikeForce area. The support for this project is unprecedented. For the past several years, the county has worked hard to start Phase 1, the Florida Culinarl, Accelerator @ Immokalee. The Florida Culinary Accelerator @ Immokalee project will have a strong impact on Collier County. By 2025,lhe accelerator will directly employ 267 workers. These jobs will in tum create 282 indirectjobs for a project total of549. The project is expected to add $10.12 million of annual gross product over the first five years and $22.92 miltion of annual output over that same time period.
