Agenda 07/11/2017 Item #16C 507/11/2017 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment in the amount of $300,000 to cover costs for expedited life cycle water meter replacements for Project 70010. OBJECTIVE: To provide adequate funding for actual / projected FY17 water meter replacements. CONSIDERATIONS: The Collier County Water-Sewer District (CCWSD) implemented an Automated Meter Reading (AMR) system in the early 2000’s. Approximately 30,000 of those meters are at the end of their useful lives. A three-year meter renewal and replacement program was developed to replace 10,000 meters annually, and we are currently in phase two of that program. With increased efficiency in the meter services section, we are positioned to increase the pace of the replacements for meters b eyond their expected useful life to complete the project in less than three years as originally budgeted. Funds are needed to purchase an additional 1,400 meters to continue the meter change out project through the end of FY17 at this expedited pace throughout the CCWSD. Concurrently, staff also conducts annual audits of three quarter inch to two inch meters in accordance with the plan of audit in place since Fiscal 2012. To date in Fiscal 2017, 5,030 meters have been audited by the Meter Services section. Only 21 of those meters were found to be under registering consumption. Since inception of the audit program, over 25,000 meter audits have been completed. FISCAL IMPACT: Funding is available in, and is consistent with, the FY17 capital budget approved by the Board on September 22, 2016. The source of funding is the Water User Fee Fund (412). A budget amendment is required to move $190,000 from Project 70131 (Large Meter Replacement) and $110,000 from Project 71010 (Distribution System TSP) to Project 70010 (Meter Renewal & Replacement). Staff analyzed current and future needs to be funded from the cited projects to ensure that the budget amendment will not affect current and future financial commitments. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To authorize a $300,000 budget amendment to cover costs for expedited water meter replacements through the end of FY17.
