EXECUTIVE SUMMARY
Recommendation to award Contract No. 16-6699 to HNTB Corporation for professional design and
related services for the Eleven Bridge Replacements Project No. 66066, in the amount of
$2,459,845.80, pursuant to RFP Number 16-6699, and authorize the Chair to execute the attached

OBJECTIVE: To obtain professional engineering design and related services for the replacement of
eleven bridges east of Immokalee/State Road 29. The purpose of this project is to provide infrastructure
necessary to maintain safe and reliable emergency service, agricultural, industrial and public
transportation routes.
CONSIDERATIONS: After evaluating the bridge inspection reports and condition letters received from
the Florida Department of Transportation (FDOT), the existing condition of the timber foundations, the
years of construction (six in 1948, four in 1951 and one in 1953), the results of independent inspection
reports obtained by way of contracted consultants, and the previous pile repair history, bridge replacement
has been identified as the most economical solution for the bridges included in this project.
In accordance with Board authorization to enter into negotiations with the top ranked firm, HNTB
Corporation, staff has negotiated a contract to complete the scope of work pursuant to RFP 16-6699 (Item
16.A.1. 02/14/2017). This contract will allow staff to obtain the professional engineering design and
related services necessary to develop contract plans and related documents for the replacement of bridge
numbers: 030136, 030137, 030138, 030139, 030140, and 030141 [CR-846/Immokalee Road]; 030158
[CR-858/County Line Road]; 030153, 030154, 030155, and 030156 [CR-858/Oil Well Road]. During
design, staff will continue to monitor the condition of the bridges and install additional temporary
measures, as necessary, to maintain the serviceability of the structures until they are replaced under a
subsequent construction contract. The construction phase of this project is expected in 2019-2020 and will
require funds in excess of what has been identified in the five year Capital Improvement Plan (CIP).
FISCAL IMPACT: Funds are budgeted and available within Transportation Gas Tax Supported Fund
(313), Bridge and Structure Project Number 66066 to complete this scope of work.
Approval of this item will not have an impact on operational and maintenance costs; however, the
completed project can be expected to have the following operational and maintenance impacts: minimal
to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the new
bridge and roadway features, and will be absorbed into the regular maintenance schedule thereafter; the
new stormwater features will require minimal maintenance that will be absorbed into the regular
maintenance schedule resulting in minimal cost impact.
GROWTH MANAGEMENT IMPACT: The project is in conformance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT

Project Number 66066.12” to HNTB Corporation in the amount of $2,459,845.80, and authorize the
Chair to execute the attached contract.
