EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) No. 17-7167, Procurement and Installation of
Commercial Kitchen Equipment at the Florida Culinary Accelerator @ Immokalee, to W.H.
Reynolds Distributor LLC, a subsidiary of TriMark Strategic Equipment, in the amount of
$223,960.
OBJECTIVE: To award solicitation 17-7167, Procurement of Culinary Kitchen Equipment, to W.H.
Reynolds Distributor LLC, a subsidiary of TriMark Strategic Equipment, to procure commercial kitchen
equipment for the Florida Culinary Accelerator @ Immokalee.
CONSIDERATIONS: The Immokalee culinary accelerator will offer an agribusiness-focused culinary
food accelerator equipped with commercial kitchen equipment, food product development and testing
equipment that will be completed by July 2017. The culinary accelerator will play a critical role in
providing opportunities for food entrepreneurs and in diversifying companies in Collier County, as well
as creating new employment and career opportunities for our workforce.
On July 12, 2016 the Board approved Resolution 2016-160 authorizing the County Manager to apply for
a USDA Rural Business Development Grant (RBDG) for up to $200,000 to equip the culinary
accelerator and to execute related documents to effectuate receipt of the grant. The Resolution further
committed the use of FY 2017 State of Florida funding to Economic Incubators Inc. (EII) as grant
matching dollars. After review of Collier County’s RBDG application, the USDA awarded $112,536 to
equip the Florida Culinary Accelerator @ Immokalee.
On May 26, 2017, the Procurement Services Division released notices of Invitation to Bid No. 17 -7167,
to 887 vendors for “Florida Culinary Accelerator at Immokalee Kitchen Equipment
Procurement.” Thirty-Two (32) solicitation packages were downloaded, and one (1) bid was received
on June 9, 2017, as shown on the attached Bid tabulation. Staff reviewed the single submittal and its
recommendation is to award the bid to W.H. Reynolds Distributor LLC, a subsidiary of TriMark Strategic
Equipment in the amount of $223,960.00. The equipment will be purchased through the issuance of a
standard Board approved Purchase Order.
FISCAL IMPACT: The recommended bid award for equipment procurement totals $223,960. USDA
grant funds in the amount of $112,536 combined with matching monies in the amount of $111,424
provided by Economic Incubators Inc. (EII), sourced from its State appropriation which ends on June 30,
2017, will be used to fund this procurement. A budget amendment appropriating required matching funds
will establish the project budget at $223,960 in County Manager Grant Matching Fund (714), Project
33517.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan, which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority

The Economic Incubator, Inc. (Ell) a non-profit, public-private partnership with Collier County
Board of County Commissioners is pleased to submit the efforts to develop the Florida Culinary
Incubator located in Immokalee, Florida.
Please accept this letter as a commitment of matching funds. The County is requesting $112,536
from USDA. Ell will provide the matching funds of $111,424 to cover the total project request
of $223,960 for equipment. The County will handle all purchasing for equipment covered under
this grant.
