Agenda 06/27/2017 Item #16E 206/27/2017 EXECUTIVE SUMMARY Recommendation to fund a one-time matching payment to the Community Foundation of Collier County, Inc., to assist that agency with writing a plan to establish a community crisis and disaster fund in cooperation with local agencies and the National Center for Victims of Crime in the amount of $4,500. OBJECTIVE: To improve post-event humanitarian emergency relief funding following a disaster or act of mass violence. CONSIDERATIONS: Around the nation when a crisis like the Orlando shooting or a disaster such as a hurricane, tornado, or fire hits a community, individuals set-up GoFundMe® or similar social media pages to accept charitable gifts to assist impacted individuals, small businesses and communities. Sometimes these are fraudulent and monitoring the donations is nearly impossible. The Community Foundation of Collier County, Inc. (“Community Foundation”), Emergency Services, local law enforcement agencies, municipalities, and the United Way of Collier County see unprecedented value in having a pre-established, transparent local emergency fund for acts of mass violence, natural disaster or community crisis. The Community Foundation is a Florida Not for Profit Corporation that has the necessary skills, expertise, and business acumen to operate this fund and engage with the National Center for Victims of Crime to write a plan to establish a highly transparent and tax deductible community crisis/emergency fund. This fund, managed exclusively by the Foundation, will meet the standards as recommended by the Federal Bureau of Investigation and other federal agencies during times of mass violence and victim assistance and serve a valid public purpose. This fund can be immediately activated and promoted within minutes of a community crisis and allow monetary donations to be properly received and formally dispersed under established protocols to victims of mass violence. The fund will be used during times of mass violence for victim assistance. In the case of a natural disaster or commun ity crisis event, the Community Foundation will be able to provide immediate funding to local non-profit agencies who can then rapidly assist clients and provide services and disbursements to those who have immediate, mid, or long-term unmet post-disaster needs. The $4,500 requested from the Board will be a one-time contribution as a 50/50 match with the Community Foundation to write the business plan. The total amount of the business plan project is $9,000. The County’s contribution will be disbursed to the Community Foundation after receipt of the business plan. The Orlando shooting clearly demonstrated the need for a community to have a local, transparent, tax deductible, philanthropic professional organization managing the generosity of a communi ty and nation during times of crisis. This pro-active approach and professionally managed non-profit structure will allow local officials, when they may be on the national stage during a crisis, to promote a local crisis and humanitarian fund with a high degree of comfort knowing that a donation to victims is tax deductible, highly transparent and in cooperation with Federal and State law enforcement and regulatory officials. FISCAL IMPACT: Funding for this onetime payment is available from existing General Fund Appropriations. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action. 16.E.2 Packet Pg. 1193 06/27/2017 LEGAL CONSIDERATIONS: The County may donate funds to a nonprofit corporation for a plan to establish a community crisis and disaster fund provided the Board determines that a County purpose is served by such donation and proper safeguards are implemented to assure the accomplishment of that purpose. As such, this item is approved for form and legality and requires a majority vote for Board approval. - JAB RECOMMENDATION: To authorize payment of $4,500 to the Community Foundation of Collier County for the preparation of a plan to establish a community crisis and disaster fund as serving a valid public service.
