EXECUTIVE SUMMARY
Recommendation to seek Board approval for the submission of the County Incentive Grant
Program (CIGP) Application with the Florida Department of Transportation to fund design and
construction of Veterans Memorial Boulevard from west of Livingston Road to Old US41.
OBJECTIVE: To receive approval from the Board of County Commissioners (Board) to submit a
County Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT)
for the construction of Veterans Memorial Boulevard from west of Livingston Road to Old US41.
CONSIDERATION: On February 1, 2017, Collier County was informed that FDOT was requesting
projects for CIGP priorities for fiscal year 2022/23. FDOT will consider projects submitted before July 1,
2017 for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State
Highway System and are consistent with established plans in the area. The construction of Veterans
Memorial Boulevard, from west of Livingston Road to Old US41 for a distance of approximately 1 ¾
miles, is eligible for CIGP funding.
Veterans Memorial Boulevard expansion is being proposed as a two-lane undivided roadway with 11 feet
of traffic lanes, a 5-foot paved shoulder on one side and a 5-foot bike lane and 6-foot sidewalk on the
other.
Veterans Memorial Boulevard is a parallel facility to Immokalee Road, an urban minor arterial, and Bonita
Beach Road, an arterial maintained by Lee County. The new facility will be a reliever of US41 and I-75
by creating a larger network for vehicles to travel. The additional capacity will relieve congestion on both
state highway system facilities. In addition, there will also be a reduced need for road maintenance and a
reduction in injuries or fatalities by providing sidewalks for bicyclists and pedestrians, improving overall
traffic operations.
This project also increases access to public facilities because of the connectivity and opportunity. The
Collier County School District Transportation staff may be able to create more flexible and efficient
school bus routes to the two schools in the vicinity of this project. Ultimately, this translates to additional
cost savings by reducing personal vehicle and bus route mileage and allowing improved pedestrian access
to schools. The added mobility and efficiency may assist the North Naples Fire Station, also located in the
vicinity of this project. Emergency response times are a critical factor for emergency services and the fire
department. The Veterans Memorial Boulevard project will reduce trip lengths and travel demands on
already congested roadways. This will provide an opportunity to reduce response time for life/safety first
responders.
The Veterans Memorial Boulevard Project is in the Collier MPO’s 2040 Long Range Transportation Plan
as a cost feasible project for Preliminary Engineering and Right-of-Way (ROW) Phases in FY2021/25 and
Construction in FY2026/30.
FISCAL IMPACT: The project costs are estimated at $9,716,788 ($6,847,323 for construction,
$684,733 for design and additional costs for ROW, permits, utilities, and CEI total $2,184,732). The
Project is currently in the County’s FY2017/21 Five-Year Work Program. The grant amount requested is
up to 50% of the project construction costs. If awarded, Collier County would provide a local match with
funds from one or more of the following sources: Transportation Impact Fees, Gas Tax, and/or ad valorem
revenues. Source of funds will be determined at the time of the award and budget amendments will be
brought to the Board for approval.

GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth
Management Plan and the MPO’s Long Range Transportation Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue at this time, and requires majority vote for approval. -JAK

This letter is in response to the request for Collier County CIGP priorities for fiscal years
2022/2023. We believe that the construction of Veterans Memorial Boulevard from west of
Livingston Road to Old US 41, a distance of approximately 1 ¾ miles, is an excellent candidate
for CIGP funding.

Collier MPO’s 2040 Long Range Transportation Plan for design and right-of-way in
FY2021-2025 and construction in FY2026-2030.

The plan is to design a two-lane undivided roadway with sidewalks, bike lanes and curb and
gutter. The project will meet all applicable federal, state and local requirements, including
Americans with Disabilities Act (ADA) requirements.

3. Detailed description of how the project would reduce congestion on the state highway
system:
Veterans Memorial Boulevard will connect Old US 41 to Livingston Rd. The project is
expected to ultimately connect further west to US 41 – on the State Highway System (SHS)
and the National Highway System (NHS). US 41 is designated an Urban Principal Arterial,
Livingston Road is an Urban Minor Arterial and Old US 41 is an Urban Major Collector.
Veterans Memorial Boulevard is a parallel facility to Immokalee Road, an Urban Minor
Arterial, and Bonita Beach Road, an arterial maintained by Lee County. The need for the
new facility is to relieve US 41 and I-75 by creating a larger network for vehicles to travel.
The additional capacity will relieve congestion on both SHS facilities. According to the
District 1 Model for the 2040 LRTP, the construction of all 4 lanes of Veterans Memorial
Boulevard will carry approximately 22,000 trips a day.
This facility will improve travel reliability by decreasing travel times, reducing vehicle miles
traveled, reducing congestion and reducing emissions from idling vehicles. The traffic
congestion relief would also benefit the Collier County School Board and the North Naples
Fire Department. Below is a map of the school zone for Veterans Memorial Elementary
school (located with the green star) and North Naples Middle School (located with the orange
star). The red star is the location of a home in Imperial Golf Estates zoned for those schools.
The blue star is the location of the North Naples Fire Station.

According to MapQuest, a car that starts at the red star and ends at the orange star in light
traffic, would take approximately 18 minutes and would cover a distance of 8.2 miles.
According to MapQuest an alternate route, using Old US41 and Bonita Beach Road, would
take approximately 19 minutes and would cover a distance of 9.4 miles.

Both trips use US41 and create additional trips and volume on parallel facilities. The
extension of Veterans Memorial Boulevard would reduce the trip length by more than three

quarters and reduce the travel time by 15 minutes. According to MapQuest, that is a savings
of approximately $0.80 per trip. This figure is derived from MapQuest based on the average
cost of fuel, the average car’s fuel economy and the distance of the trip. The average daily
volume of a 2 lane undivided road is approximately 10,000 trips. Extrapolating an average
of $0.80 savings per trip along the new project route instead of the current alternatives, this
project would save the community as a whole approximately $8,000 a day or $2,920,000 a
year.
According to MapQuest this trip by foot (walking) would take approximately 1 hour 11
minutes and would cover a distance of 5.4 miles. The project is 1 ¾ miles long, therefore it
is anticipated that this trip on the new route would take less than 25 minutes. This would
decrease the travel time by approximately 45 minutes and actually increase the likelihood
that someone would choose walking (or biking) as a mode of transportation for the trip.
Changing the mode of transportation for these trips would help reduce congestion and delay,
reduce the car emissions that harm the environment, reduce road maintenance costs, save the
community money by decreased travel costs and create healthier choices for everyone.
This project also increases access to public facilities because of the connectivity and

Livingston Road just south of the Veterans Memorial Boulevard intersection. Emergency

According to Fire Chief Cunningham, in a letter dated May 23, 2017 attached, “Such an
expansion (of Veterans Memorial Boulevard) would significantly decrease critical
emergency response times to many areas within the Station 48 first response zone.” The
Veterans Memorial Boulevard project will reduce trip lengths and travel demand on already

congested roadways. This will provide an opportunity to reduce response time for life/safety
first responders.
This project will provide safety benefits to all modes of transportation by creating bike lanes
and sidewalks, and reducing traffic congestion. Creating better alternatives to cars will help
encourage a mode shift. Reducing the number of cars on the road not only lowers road
maintenance, it also constructs a safer intermodal transportation system. The addition of
more modal opportunities within the existing right-of-way minimizes the network lifecycle
costs and environmental impact.
Currently there is a LinC express transit route from Bonita Springs to Collier County. This
route is operated by Lee Tran and has a 1.5 hour frequency. According to the Lee Tran
Development Plan (adopted August 2016), the projected LinC annual ridership for 2017 was
121,144. Assuming there are no changes to any fixed-route services, the plan projects a 15%
increase in LinC route ridership within the next 10 years. The LinC route is therefore
projected to remain the 11th best performing Lee Tran Route through 2026. The Veterans
Memorial Boulevard Project provides opportunities to better connect the LinC Route with the
Collier Area Transit (CAT) and the Lee Tran system with the potential for additional
ridership. The Project also creates a potential alterative alignment which may ultimately
include better frequency, connections and scheduling.

Besides the added capacity by reducing delays, there will also be a reduced need for road
maintenance. Reduced vehicle miles traveled on the roads means less maintenance,
operations and improvement costs to the parallel facilities. The project will also help reduce
crashes resulting in injuries by providing sidewalks for bicyclists and pedestrians and thereby
improving overall traffic operations.
Since 2005, there have been 7,887 crashes on the parallel and connecting routes in Collier
County near the project area. This includes 92 incidents involving bicyclists and 61
involving pedestrians. Below is a map indicating the crash locations in Collier County. The
data was made available from the Collier County Crash Data Management software.

Collier County’s Crash Data Management software was able to examine each parallel and
connecting facility during the same time period. Below are the results. Please note that some
crashes were at the intersections of two facilities.

The proposed project will improve the multimodal connection inside the County’s urbanized
area. The corridor will relieve traffic congestion on the State’s designated SIS facility (I-75)
and SHS (US41) and provide for the efficient movement of people, goods and services. The
additional capacity will provide for a more efficient connection between many community
assets including existing neighborhoods, schools and commercial businesses.
Without State assistance, the County will be required to wait until enough local funding is
collected to fund the project in full. This would further delay the traffic congestion relief of
I-75 and US41.

The Veterans Memorial Boulevard Project is in the Collier MPO’s 2040 Long Range
Transportation Plan as a cost feasible project for Design (PE) and Right-of-Way (ROW)
Phases in FY2021-2025 and Construction in FY2026-2030.

The Veterans Memorial Boulevard Project is currently in the County’s FY17-FY21 5 Year
Work Program which is tied to the County’s Capital Improvement Element (CIE). The
project is funded for ROW and Design in FY2017 and Advanced Construction in FY2019

and FY2020 and is subject to Board continuing forward with acquiring debt service. Should
the project be awarded the CIGP grant, the CIE can be amended or updated, as appropriate.

On behalf of the North Collier Fire Control and Rescue District, please consider this our support of Collier
County’s submission to the County Incentive Grant Program for the design and construction of Veterans
Memorial Boulevard from west of Livingston Road to Old US 41.
The District’s Station 48 is located at 16280 Livingston Road, just south of the requested expansion of
Veteran’s Memorial Boulevard. Such an expansion would significantly decrease critical emergency response
times to many areas within the Station 48 first response zone, including Imperial Golf Estates and the Old US
41 area. We believe this expansion is so critical that we previously requested Collier County place this project
on the Financial Feasible list with a high priority. The potential impact on life safety and property protection
cannot be discounted.
