Agenda 06/27/2017 Item #16A 606/27/2017 EXECUTIVE SUMMARY Recommendation to waive formal competition and authorize the continued use of Cartegraph products as a sole source for the work management system software licenses and annual maintenance; upgrade and enhance the current Cartegraph capabilities in a hosted environment and approve the necessary professional support services with Cartegraph Systems, Inc. (17-7160); and to continue the Growth Management Department’s enterprise asset management strategic vision in alignment with Agency goals. OBJECTIVE: To continue to utilize, upgrade, and expand the existing work and asset management system, which provides a work order and asset management system for stormwater, signs, signals, lighting, signal controllers, bus stops, bridges, sidewalks, roads, landscaping and other assets related to County roadways and transportation for more cost-effective management of the infrastructure. CONSIDERATIONS: In 2007, the Growth Management Department (GMD) selected Cartegraph as its work order and asset management system. At the time, Cartegraph's transportation centric software was deemed a good fit for the asset types maintained by the Growth Management Department. The purchase of Cartegraph was authorized with the understanding that Growth Management would ultimately develop and enhance its asset management and Capital Improvement Plan (CIP) generation capabilities in the line with the agency's strategic vision. The Board of County Commissioners (BCC) authorized the continued use of this vendor for the work management system within GMD at regular meetings on November 8, 2011 (16A19) and June 23, 2015 (16A19). Cartegraph is currently used by the Traffic Operations, Road Maintenance, Right-of-Way Acquisition and Public Transit & Neighborhood Enhancement (PTNE) Divisions. The application also serves as an operation management system to manage work requests, work orders, labor, equipment, material and inventory. Its ability to allow supervisors to create, assign, and track tasks to field workers helps in managing constituent complaints effectively by ensuring work is completed efficiently and timely. Staff also uses Cartegraph to update and maintain the asset inventory and condition ratings and to associate work orders to assets. Cartegraph is fully integrated with ESRI's Geographic Information System (GIS), the county's mapping software. This gives the ability to view the assets and perform geospatial and statistical analyses. Data collected and maintained through Cartegraph can be transitioned and migrated to any asset management software application that has an ESRI GIS component. The current work management system's ability to track the frequency and cost of asset maintenance aids in the effort to meet the public’s expectations, avoid duplication of efforts, and ensure the safety and welfare of the general public. The current use of Cartegraph within GMD is consistent with the enterprise goal of combining and coordinating asset management data into more structured and useable formats. Through a phased upgrade schedule managed jointly by staff and Cartegraph resources, the current application will be upgraded to the latest version, enhanced with the additional features, installed, configured and tested in a cloud environment. The enhanced capabilities will include: Enhanced asset condition assessment and preventive maintenance tools. Advancements in standard inventory and materials management functionality. Scenario Builder functionality for planning, predictive analyses modules, future asset performance projection to support CIP and optimize maintenance activities, resources, and budget. Migration from on premise to a secure, hosted cloud environment that meets county SLA's 16.A.6 Packet Pg. 602 06/27/2017 and data security and ownership. Cartegraph will manage databases, future upgrades, and maintenance; this structure will provide a reduction in both IT costs and long-term capital infrastructure replacement and maintenance. Field capabilities to allow for faster response time and increased field productivity including offline capabilities for areas with limited wifi connection. The professional services provided directly by Cartegraph include a detailed scope of work with scheduled tasks to ensure successful and timely system upgrade and configuration, data migration, cloud hosting configuration, and end-user training. It is in the County’s best interest to have Cartegraph working directly with staff throughout this process due to the business-critical nature of the work order system and integrity of county asset data. The Procurement Director certifies that it is in the County’s best interest to waive competition and declare the Cartegraph products, and associated services, listed above as sole source and to waive competition for a period of five (5) years, based on the necessity to maintain existing warranties and licenses or to maintain compatibility with existing Collier County systems. Formal competition may be waived by the Board of County Commissioners pursuant to Section 8, subsection 9, and Section 11, subsection 10, of the Procurement Ordinance, if it is determined to be in the best interest of the County. Staff is requesting that the Board waive formal competition and declare Cartegraph as a sole source provider for its asset management system software, maintenance, products, licenses, and services for five (5) years. The annual subscription maintenance cost in an amount of not-to-exceed $124,533 the first year and $116,000 annually the subsequent four years and shall be paid in advance pursuant to Fla. Stat. §28.235. FISCAL IMPACT: Funds for these services and fees are available within each using divisions’ approved budget. The annual renewal subscription maintenance cost is estimated not to exceed $124,533 the first year and $116,000 the subsequent four years and is fixed for a five-year period, which generates more favorable pricing than a three-year maintenance agreement. One-time professional services from Cartegraph Systems, Inc. required to support the enhancements, upgrades, and training is estimated not to exceed $115,900. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this action.
