EXECUTIVE SUMMARY
Recommendation to confirm the appointment of Mr. Thaddeus Cohen to the position of Growth
Management Department Head.
OBJECTIVE: To confirm the County Manager’s appointment of Mr. Thaddeus Cohen to serve as the
Growth Management Department Head.
CONSIDERATIONS: Ordinance 2013-40 as amended requires that the Board confirm the County
Manager’s appointment of Department Heads. The County’s Growth Management Department is
comprised of ten operating departments with an annual operating budget of over $119,000,000 and a full-
time workforce of over 490 employees. Mr. Cohen is being recommended for this key management
position after an extensive local, regional, and national search conducted by our staff and the firm of
Colin Baenziger & Associates.
Mr. Cohen’s extensive local government experience, leadership skills and education make him an ideal
candidate for this position. He has developed an extensive background in urban planning, community
development, infrastructure design and construction management serving in a variety of leadership
positions in Florida State and local government. Most recently, Mr. Cohen held the position of Planning
Director and CRA Director for the City of Key West. Prior to that, Mr. Cohen served as the Assistant City
Manager and Community Redevelopment Agency Director for the City of Pensacola, Florida. From 2004
through 2007, he served as the Secretary of the Florida Department of Community Affairs. In addition,
Mr. Cohen was President of his own architectural firm for twenty years. Mr. Cohen will earn an annual
salary of $145,000.
FISCAL IMPACT: Sufficient funding exists in the Growth Management Department budget to support
this recommendation.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Section Six (a)11
of Ord. No. 2013-40 (the Collier County Administrator's Ordinance) provides as follows: “The County
Administrator shall be responsible for the administration of all departments that are responsible t o the
Board and for the proper administration of all affairs under the jurisdiction of the Board. To that end, the
County Administrator shall by way of enumeration and not by way of limitation, have the following
specific powers and duties to: …Select, employ and supervise all personnel and fill all vacancies,
positions or employment under the jurisdiction of the Board except County Attorney. However, the
employment of an Assistant County Administrator, and all Department Directors shall require
confirmation by the Board.” (emphasis added) Accordingly, this item is approved as to form and
legality, and requires majority vote for confirmation.
RECOMMENDATION: It is recommended that the Board of County Commissioners confirm the
appointment of Mr. Thaddeus Cohen as the Growth Management Department Head.
