EXECUTIVE SUMMARY
Recommendation to accept year three of the Retired and Senior Volunteer Program (RSVP) grant
award in the amount of $54,522 for operation of the Program from the Corporation for National
and Community Service (CNCS).
OBJECTIVE: To provide uninterrupted operation of Collier County’s RSVP grant program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. Collier
County Community and Human Services Division (CHS) will continue to administer this project, which
is 70% sponsored by CNCS.
This is a three-year grant with a period of 7/1/2015- 6/30/2018 and a total grant award of $170,066. Year
three of the grant period is 7/1/17-6/30/18. The award amount for the third year is $54,522. The RSVP
grant has a total match requirement of 30%. The total match requirement for year three is $23,366. This
requirement will be partially met through a cash match of $9,382 with the remaining balance of $13,984
provided through in-kind services, primarily from the use of County Park rooms for the volunteer -run
Bone Builders Program classes. The program is further supported by donations from local businesses for
our volunteer recognition events.
Collier County have received the continuation funding award from the grantor agency for the upcoming
grant year. Approval of this item will appropriate a budget to reflect grant funding for FY17-18 in the
amount of $54,522 from CNCS.
Without a budget in place by July 1, which is the beginning period of availability of the recurring grant
award, the RSVP program and staff will need to cease operations as no appropriated budget will be
available to process operational expenses such as payroll.
FISCAL IMPACT: CNCS will provide $54,522 in grant funding for RSVP. The grant has a 30% match
requirement which amounts to $23,366. CHS has budgeted for and will provide the cash match in the
amount of $9,382; the remaining balance of $13,984 will be provided through in-kind services, primarily
from the use of County Park rooms for the volunteer-run Bone Builders Program. Match is available from
Reserves (Fund 707). Funding will reside in Human Services Grant Funds 707 and Human Services
Match Fund 708, Project 33512
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
RECOMMENDATION: To accept year three of the RSVP grant award in the amount of $54,522 for the
continued operation of the Program from the CNCS.
