Agenda 06/13/2017 Item #16C106/13/2017 EXECUTIVE SUMMARY Recommendation to approve a $506,246.97 work order under Request for Quotation No. 14-6213- 96 to Mitchell and Stark for Project Number 50101, “Utilities Installation for Biosolids Facilities.” OBJECTIVE: To install utilities along City Gate Boulevard North for the proposed Biosolids Facility that will manage the biosolids produced at the North and South County Water Reclamation Facilities (NCWRF and SCWRF), septic tank wastes, high strength wastes (e.g., fats, oils and grease), septage , and eventually residential and commercial organic wastes generated in the county. CONSIDERATIONS: In 2006, The Board of County Commissioners approved the Integrated Solid Waste Management Strategy (ISWMS). One of the recommended components of the ISWMS was source reduction, material reuse and recycling. The development of the Resource Recovery Business Park is being developed consistent with ISWMS to serve County needs such as: Biosolids processing, construction and demolition material processing, biomass processing, debris recovery, tire processing center, white and brown goods processing, and a Compressed Natura Gas facility. The Biosolids Facility will be one of the first facilities built consistent with the ISWMS Biosolids (also known as sludge or residuals) is a nutrient-rich organic matter in the solid, semi-solid or liquid form produced during the treatment of domestic wastewater. The biosolids consist of various biological and inert components created during the activated sludge process. The county currently manages dewatered biosolids produced at the NCWRF and SCWRF by transporting the materials to the Okeechobee Landfill under a contract between the county and Waste Management Inc., of Florida. In fiscal year 2015, the county spent approximately $1.7 million hauling and disposing of 25,000 tons of biosolids. The scope of this project is to clear and install utilities within the City Gate Boulevard north 92’ future proposed right-of-way. Existing utility connection points have been provided for the proposed water main and force main extensions. Construction will include installation of the following utilities: 2,120 linear feet of 6”, 8” and 12” C900 DR14 PVC Water Main Required water appurtenances per approved construction plans inclusive of hydrants, valves, and fittings 1,919 linear feet of 6” C900 CL200 DR14 PVC Force Main Required sanitary sewer appurtenances per approved construction plans inclusive of valves, and fittings Linear feet of 2”, 2.5" and 6” Electrical Conduit/Telecommunication conduits The Procurement Services Division distributed Request for Quotation Number 14-6213-96 “Utilities for Biosolids Facility,” on February 15, 2017, to the six vendors under the Fixed-Term Underground Utilities Contract Number 14-6213 via the county’s electronic quote process. Three of the six vendors submitted responsive quotes on March 1, 2017, which are summarized below. VENDOR PROJECT COST Mitchell and Stark $506,246.97 Haskins, Inc. $597,045.35 Quality Enterprises $706,473.68 County staff determined the lowest bid to be fair and reasonable and recommends awarding the work 16.C.1 Packet Pg. 699 06/13/2017 order to Mitchell and Stark, the lowest responsive and qualified vendor. In a letter dated April 11, 2017, the design professional, Davidson Engineering, recommend awarding the work order to Mitchell and Stark, who has a satisfactory performance and warranty record on previous, similar, utility-related projects. The quotes incorporate a time and materials allowance of $46,022.45 for owner -directed additional work that may include, but is not limited to, un-located utilities and unforeseen site conditions. The price for any additional work will be negotiated prior to commencement in accordance with the county’s Procurement Ordinance and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2017 Capital Budget approved by the Board on September 24, 2016. The source of funding is the Wastewater User Fee Fund (414). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item has been reviewed by the County attorney, is approved as to form and legality, and requires majority vote for approval. -SRT RECOMMENDATION: To approve a $506,246.97 work order under Request for Quotation No. 14- 6213-96 to Mitchell and Stark for Project Number 50101, “Utilities for Biosolids Facilities,” and authorize the Chair to sign the attached work order.
