EXECUTIVE SUMMARY
Recommendation to approve Florida Level & Transit Company d/b/a FLT Geosystems as the sole
authorized distributor of Leica Geosystems software and equipment.
OBJECTIVE: To continue the use of the Leica Spider GNSS software and hardware and WEB GNSS
Customer Care Packages (CCP) for continued software maintenance and support of the surveying and
GIS positioning system.
CONSIDERATIONS: In 2005, the County purchased Leica's GNSS Spider proprietary software from
FLT Geosystems, the manufacturer’s authorized distributor for the State of Florida (see attached letter).
Annually, the purchase of Leica’s CCP’s are required for software maintenance, support, remote login
support services, hardware and system updates.
Throughout the County, departments are dependent upon this proprietary, integrated software suite for
centrally controlling and operating GNSS reference stations and networks for surveying and GIS
positioning services. Additionally, Global Positioning System Network Access and License Agreements
provide services to our community’s surveying companies generating annual revenues from local
businesses. The County currently maintains seven GPS receivers.
In October 2016, purchase order number 4500173708 was issued to upgrade the system’s equipment with
two (2) GS16 3.75G GNSS performance antennas with various components totaling $41,968. The
cumulative spend amount for this vendor in Fiscal Year 2017 will be $55,118, which exceeds the $50,000
threshold requiring Board approval.
Staff is requesting approval of FLT Geosystems as the sole authorized distributor of Leica Geosystems
software and equipment for five (5) years, and approval of invoice 323563 for payment for annual
software maintenance. Collier County Procurement Ordinance No. 2017-08, Section Eleven, Item 10
allows for Sole Source Procurement when, among other things, the purchase is based upon lack of
competition, proprietary technology or a supplier’s unique capability. The attached letter from Leica
Geosystems establishes that Florida Level & Transit Company d/b/a FLT Geosystems is the sole
authorized distributor of Leica Geosystems proprietary software and equipment in the State of Florida.
FISCAL IMPACT: The annual maintenance fees for CCP’s are budgeted within the Road Maintenance
Division operating Fund (101).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact with this executive
summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: To approve Florida Level & Transit Company d/b/a FLT Geosystems, as the
sole authorized distributor of Leica Geosystems software and equipment for five (5) years, and approve
payment of invoice 323563 for annual software maintenance.

Leica GNSS Spider system software, annual maintenance, equipment and services. the County originally purchased the software in 2005 and
upgraded this fiscal year. Yearly software maintenance and periodic upgrades are required to keep the system functioning at optimal levels.
This software package provides high-end, precision information for surveying and GIS applications throughout the County. The system provides
correction data using the method, format and communications channels that matches internal and external customers rovers allowing the County
to serve a broader customer base. Multiple county divisions are dependent upon the Leica GPS Rovers and software, as well as outside
companies that have entered into business ageements, and pay the County to use this software and equipment.
Florida Level & Transit Company d/b/a FLT Geosystems are the State of Florida authorized distributor designated by Leica Geosystems for their
proprietary software.
