Agenda 06/13/2017 Item #16 A806/13/2017 EXECUTIVE SUMMARY Recommendation to grant a Temporary License and Right of Entry onto County-owned property to Simmonds Electrical of Naples, Inc. to be used as a staging area in connection with the signal upgrade work to be conducted at the intersection of 50th Street SW and Golden Gate Boulevard. OBJECTIVE: To provide the County’s contractor with the temporary right to use County-owned property for materials and equipment storage and for parking during the pendency of the signal upgrade work. CONSIDERATIONS: As part of the acquisition of right-of-way required to expand Santa Barbara Boulevard from 4 lanes to 6 lanes and to provide for the addition of turn lanes and other intersection improvements at the intersection of Golden Gate Parkway and Santa Barbara Boulevard, the County acquired the entire Parkway Center PUD and the two apartment buildings that were located thereon, rather than pay hundreds of thousands of dollars in severance damages. After this property was purchased and the apartment buildings were demolished, the property was used by the County’s roadway contractor for a construction field office and for materials and equipment storage while Santa Barbara Boulevard was under construction. At this point in time the property is not being utilized for any other public purpose, and that makes it an ideal location as a “lay -down” area for materials and equipment storage during the pendency of the signal upgrade work to be performed at the intersection of 50th Street SW and Golden Gate Parkway just a little more than a half a mile to the east on Golden Gate Parkway. This recommendation is to allow the County’s contractor for the signal upgrade project, Simmonds Electrical of Naples, Inc. to use the subject property (see attached exhibit) by gra nting them a Temporary License and Right of Entry with indemnification against loss and/or liability. FISCAL IMPACT: There is no fiscal impact associated with this recommendation. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires a majority vote for approval. - ERP RECOMMENDATION: Approve the granting of a Temporary License and Right of Entry onto County-owned property to Simmonds Electrical of Naples, Inc. and authorize the Chairman to execute the same on behalf of the Board. OBJECTIVE: The purpose of the project is to harden and upgrade the existing span wire traffic signal installation to a steel mast arm assembly at the intersection of Golden Gate Parkway at 50th Street SW. CONSIDERATIONS: Span wire traffic signals within ten miles of the coastline are subject to damage by high winds and possible complete destruction during a hurricane. Replacement of this existing span wire traffic signal with a steel mast arm assembly will result in a more secure traffic control installation during inclement weather. Signal upgrades will also be included with this work. The Engineer’s Opinion of Probable Cost for this improvement was $541,702.71. PROCUREMENT ACTION: FIRM NAME PRICE FINAL RANK Simmonds Electrical of Naples, Inc. $479,490.80 1 Traffic Control Devices, Inc. $481,035.65 2 Horsepower Electric, Inc. $544,423.00 3 Highway Safety Devices, Inc. $557,453.70 4 Traffic Operations staff, as well as the Engineer of Record (EOR), performed a bid analysis on the contractor’s submittals and found Simmonds Electrical of Naples, Inc. to be the responsible low bid. Staff and the EOR concur that the lowest bid is reasonable and recommend an award to Simmonds Electrical of Naples, Inc. FISCAL IMPACT: Funds in the amount of $479,490.80 are available in the Transportation Gas Fund 313. The Traffic Operations Section currently utilizes funding of approximately $600,000 to maintain 205 signalized intersections (an estimated $3,000 annual maintenance cost per intersection). The upgrade of this intersection should not impact ongoing maintenance costs. LEGAL CONSIDERATIONS: GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary.
