EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Contractors Licensing Board.
OBJECTIVE: To reappoint one member to the Contractors Licensing Board to a three-year term
expiring on June 30, 2020.
CONSIDERATIONS: This 9 member quasi-judicial board was created by Ord. No. 78-2, as amended,
to determine the qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any contrac tor,
master or journeyman should be revoked. A minimum of 2 members shall reside within the corporate city
limits of Naples or shall be recommended to the BCC by the Naples City Council. Section 489.131(10),
Fla. Stat., states that 3 members must be consumer representatives. The consumer representatives may be
any resident of the local jurisdiction that is not, and has never been, a member or practitioner of a
profession regulated by the board or a member of any closely related profession. Members of the
Contractors Licensing Board who are not consumer representative members should be either a licensed
architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a licensed
plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a licensed
residential, or a licensed building contractor. Terms are 3 years. A list of the current membership is
included in the backup.
One seat on this board will expire on June 30, 2017. The pending vacancy was advertised and an
application was received from the following:

ATTENDANCE: Mr. Lantz has had no unexcused absences in the past two years.
STAFF RECOMMENDATION: As a quasi judicial board no committee recommendation is required.
Staff recommends that Mr. Lantz be reappointed to his seat on this board for another three -year term. A
recommendation memo is included in the backup to this item.
NOTE: Mr. Lantz is a Lee County resident who holds several Collier County contractors licenses. At
Mr. Lantz’s initial appointment and subsequent reappointments, the Board of County Commissioners
waived the residency provision. In reappointing Mr. Lantz, the Board would be implicitly waiving the
residency requirement.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and directs the County Attorney to prepare a resolution confirming the reappointment.
