Agenda 05/23/2017 Item #16G 105/23/2017 EXECUTIVE SUMMARY Recommendation to approve the submittal of an Airport Improvement Program (AIP) grant application to the Federal Aviation Administration requesting funds in an estimated amount of $149,984 for Phase 1 of the Everglades Airpark Runway Rehabilitation, with a total estimated project cost of $166,650. OBJECTIVE: To apply for grant funding for Phase 1 of the rehabilitation of Runway 15/33 at Everglades Airpark (X01). CONSIDERATIONS: The Federal Aviation Administration (FAA) has indicated that there is up to $150,000 of entitlement funding available for an eligible project at the Everglades Airpark in Fiscal Year 2017. An Airfield Pavement Survey completed by the Florida Department of Transportation (FDOT) in June 2015, concluded that Runway 17/33 is in poor condition, with an area weighted Pavement Condition Index (PCI) of 44, which is well below the FDOT Minimum PCI Rating of 75. Additionally, the Runway Safety Areas (RSAs) at Everglades Airpark are deficient. FAA standards indicate an RSA should extend a minimum of 240 feet beyond the end of each runway. The RSA for Runway 15 is two (2) feet, and the RSA for Runway 33 is fourteen (14) feet. Because of the location of the Runway and associated environmental considerations at X01, the FAA has indicated Phase 1 of the Runway Rehabilitation project to include the preparation of a Focused Environment Assessment, including safety area mitigation planning and permitting, as eligible for grant funding. The total estimated cost for this project is $166,650. The total estimated amount may change once an independent fee estimate is obtained. The FAA grant application is for an estimated $149,984, ninety percent (90%) of the total estimated project cost. If awarded an FAA grant, the Authority will request an additional five percent (5%) funding from the Florida Department of Transportation (FDOT) for this project. Any grant awards associated with this project will be brought back to the Board of County Commissioners (Board) for acceptance and approval. FISCAL IMPACT: Should the grant be awarded, the County would seek reimbursement of FAA funding of eligible expenditures up to an estimated amount of $149,984. The Airport Authority has the required local match of ten percent (10%), or an estimated $16,666 (10%) available within Airport Capital Fund (496) Reserves. The required local match may be offset by 50% with potential FDOT participation at 5% of the total project award. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the Board’s approval to submit this grant application. This approval is subject to the condition that the proposed airport development listed below requires environmental processing and may not be undertaken without the FAA's prior written environmental approval. • Any development requiring environmental analysis in accordance with FAA Order 5050.413 The existing Runway Safety Area (RSA) for Runway 15-33 does not meet current FAA Airport Design Standards. Therefore, the FAA requires that you complete an RSA Determination in accordance with FAA Order 5200.8 as soon as possible, but no later than concurrently with your next project for reconstruction or significant expansion of the runway. (Reconstruction or significant expansion is defined as any runway improvement that extends the useful life of the pavement or allows the use of the runway by larger or heavier aircraft, or the approval of approach minimums below 1/4 -statute mile.) A project to reconstruct or significantly expand the runway will not be approved unless it includes the RSA improvement. The RSA improvement shall bring the RSA into conformance with FAA Airport Design Standards, or an FAA approved modification of airport design standards, current at the time of construction. FAA approval of your ALP means that all existing and proposed airport development shown on the plan meets current FAA Airport Design Standards, except for the RSA(s) noted above,or a current FAA approved Modification of Airport Design Standards. It also means that we find the proposed airport development shown on the plan useful and efficient. However, our approval does not represent a commitment to provide federal financial assistance to implement any 2 development or air navigation facilities shown on the plan, nor does it mean that we find funding of the proposed airport development justified. Please be aware that you are required to notify this office at least 60 days prior to the start of construction of any facilities on the airport. Environmental and permitting work will include field data collection and surveys; updating Florida Land Use, Cover and Forms Classification System (FLUCFCS); updating the listed species survey within the project area; a wetland line survey; and a determination of basic environmental considerations in the vicinity of Runway 15/33, as detailed in the include Scope of Work. Final 8-20-2015 Everglades Airpark Runway Rehabilitation Phase 1 Grant Application Proposed Scope, Fee & Schedule Runway Rehabilifation Phase 1 Scope of Work RUNWAY REHABILITATION PHASE 1 - SCOPE OF SERVICES EVERGLADES AIRPARK EVERGLADES CITY, FLORIDA Introduction and Project Background This project involves Phase 1 of the Runway Rehabilitation of Runway 15/33 at the Everglades Airpark (X01) and will include the preparation of a Focused Environmental Assessment and Permitting in accordance with the requirements of the Federal Aviation Administration (FAA), the Florida Department of Transportation (FDOT) and the needs of the Collier County Airport Authority, the Airport sponsor (SPONSOR). The services described in this scope of work will be conducted by AVCON, Inc. (AVCON). Phase 2 of the Runway Rehabilitation, which could include the design and construction of the Runway rehabilitation is not included in this scope of work. Everglade Airpark is a general aviation (GA) airport located in Collier County, FL (County), which is owned and operated by the Collier County Airport Authority (Authority). The Airport supports a variety of GA aeronautical operations and is home to approximately seven based aircraft. The Airport is located approximately one mile southwest of Everglade City, Florida and is served by one runway: Runway 15/33. Runway 15/33 has dimensions of 2,400 feet in length by 60 feet wide. The runway has a fifty -foot wide asphalt center with five-foot turf shoulders on each side. The Runway Safety Areas (RSA) for the Runway are currently known to be deficient. Whereas an RSA should extend a minimum of 240 feet beyond the end of each runway, the RSA for Runway 15 is currently 2 feet and the RSA for Runway 33 is currently 14 feet. The Airport serves single engine aircraft operations. Annual operations per Airport's current Master Record were 6,200 annual operations in FY 2016 divided 32 percent local, to 65 percent itinerant, and 3 percent air taxi. The Airport was not classified by the FAA in its May 2012 General Aviation Airports: A National Asset report. Within the report, the FAA classified all but 497 airports within the United States into one of four categories. These categories are: • National Airports • Regional Airports • Local Airports • Basic Airports These airports were unclassified because for various reasons they do not meet the standards for Basic Airports. Of the three unclassified airports located in Florida, Everglades Airpark is one. As it is currently unclassified, it is no longer eligible to receive additional Airport Improvement Program (AIP) funds. However, the Airport currently has unencumbered funds AVCON, INC. 1 February 2017 Runway Rehabilifation Pl- Scooe of that it wishes to use before they expire. Basic Services The basic consulting services for the project include a focused environmental assessment with safety area mitigation planning and permitting for the rehabilitation of Runway 15/33. Services to be rendered by AVCON during this task include: General: AVCON will communicate and coordinate with the SPONSOR via telephone, letters, fax and email requesting the authority to proceed with the proposed project pending the execution of the Consulting Services Agreement prepared by AVCON. The Consulting Services Agreement will include a detailed scope of work narrative and itemized fee schedule for submission to the SPONSOR and the FAA/FDOT for review and approval. AVCON will coordinate the preparation of the contract with the SPONSOR's staff. AVCON will make changes to the scope of work narrative and the fee schedules of the selected proposal. Project Initiation, Scoping, and Management will include: 1. Opening the project inside of AVCON's system and prepare internal financial project initiation forms for the charging of time. 2. Preparing an agenda for, attending, and conducting an initial scoping session meeting with the SPONSOR to discuss the major elements of the project, schedule, and take notes for the development of the scope and fee proposal. 3. Developing a DBE Base Figure for the relative availability of ready, willing and able DBEs, using an FAA -acceptable methodology for the agreed upon market area, or Project Service Area. This process includes consultation with the designated staff, or Engineer in considering realistic subcontracting possibilities for each project for goal development, considering opportunities in both construction and in professional services and, Making appropriate adjustments to the Base figure, using methods acceptable to FAA and consistent with the regulation. KWA will also provide assistance in fulfilling public participation requirements of the regulation, i.e. consultation with representative minority and/or women contractor organizations,. and publication of a notice announcing the proposed overall goal methodology and its availability for the 30 -day public comment period. Narrative Document & Follow -Up Develop the appropriate narrative text documenting the updated DBE methodology, to be typed and submitted to County Staff. KWA will forward the report to the FAA Civil Rights office after review and input by the designated staff, or Engineer. The DBE methodology shall conform to the requirements of 49 CFR Part 26. KWA will coordinate with the FAA concerning review and approval of the methodology, including follow-up. Required information: The County and/or the designated staff, or Engineer will provide the following information, services, and/or data to KWA: 1. Available historic information on bidders and DBEs for the Projects Service Area. The identification of previous successful and unsuccessful bidders on similar projects is necessary in order to help determine the County's market area.
