Agenda 05/23/2017 Item #16E 305/23/2017 EXECUTIVE SUMMARY Recommendation to approve the Partial Assignment and Amendment of the Interlocal Agreement between the State of Florida Department of Transportation, Collier County, and Greater Naples Fire Rescue District for management of the Mile Marker 63 Fire Station and authorize the necessary budget amendment in the amount of $406,000. OBJECTIVE: To approve the Partial Assignment and Amendment of the Interlocal Agreement between the State of Florida Department of Transportation (“FDOT”), Collier County and the Greater Naples Fire Rescue District (“GNFD”). CONSIDERATIONS: On May 9, 2014, the Board of County Commissioners entered into an interlocal agreement with the FDOT that allowed for the lease, funding of personnel and equipping of a fire st ation located at the Mile Marker 63 rest area on Alligator Alley in Collier County, Florida, to allow emergency vehicles to provide faster emergency response time to the public. On September 13, 2016, the County and the GNFD entered into an interlocal agre ement whereby the GNFD would manage the Ochopee Fire Control District (“OFCD”), including the fire station located at mile marker 63, until action could be taken by the Florida Legislature allowing for the annexation and consolidation of the OFCD into the GNFD. As part of that agreement, the County agreed to assign the May 9, 2014 interlocal agreement with FDOT to GNFD. FDOT requested a Joint Resolution as a condition to preparing an agreement assigning the May 9, 2014, interlocal agreement from Collier County to the GNFD. Accordingly, Joint Resolution 2017-15 was approved by GNFD on February 14, 2017 and the Board of County Commissioners on February 28, 2017. The proposed partial assignment and amendment of the interlocal agreement is an interim measure, u ntil action can be taken by the Florida Legislature and the County desires for Greater Naples to assume the County’s responsibility for management of the Ochopee Fire Control District, including its fire station located at Mile Marker 63 that is funded through the Interlocal Agreement. The County will continue to assign one paramedic/firefighter (3 FTEs for 24 by 7 coverage) to the Fire Station and be reimbursed by GNFD for these services. FISCAL IMPACT: A budget amendment in the amount of $406,000 is necessary in Local Match Fund (494), Project 33356. GROWTH MANAGEMENT IMPACT: This is no growth management impact related to this item. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. -SRT RECOMMENDATION: To approve the Partial Assignment and Amendment of the Interlocal Agreement between the State of Florida Department of Transportation, Collier County, and Greater Naples Fire Rescue District and authorize the Chair to execute the Amendment and authorize the necessary budget amendment in the amount of $406,000.
