EXECUTIVE SUMMARY
Recommendation to amend Exhibit “A” to Resolution No. 2013-239, the list of Speed Limits on
County Maintained Roads, to reflect a reduction of the speed limit on St Andrews Boulevard and
Augusta Boulevard, from thirty (30) miles per hour to twenty-five (25) miles per hour and
authorize any necessary budget amendment to fund this and other safety related costs within
project 60213 (fiscal impact for this item is approximately $650).
OBJECTIVE: To decrease the speed limit along St Andrews Boulevard from Rattlesnake Hammock
Road to US 41 and Augusta Boulevard from Rattlesnake-Hammock Road to St Andrews Boulevard,
thereby enhancing the safety of the traveling public.
CONSIDERATIONS: Pursuant to Florida Statue Chapter §316, Collier County Ordinance No. 91-25,
as amended, and Resolution Number 2013-239, the Board of County Commissioners (Board) has the
authority to establish and alter speed limits by means of a resolution filed with the Clerk of Courts that
creates a single comprehensive codification of all speed limits on county maintained roads. The Board
may set speed zones when a change is reasonable and in conformity with criteria promulgated by the
Florida Department of Transportation (FDOT). The criteria for work zones must include consideration of
existing and anticipated field conditions and is defined in the “Speed Zoning for Highways, Roads and
Streets in Florida” manual (FDOT Manual Number 750-010-002, 1997 Edition). This manual was
developed by the FDOT to promote uniformity in the establishment of state, municipal and county speed
zones throughout the State of Florida. After review, staff recommends a reduction in the speed limit on St
Andrews Boulevard and Augusta Boulevard.
Engineering studies were completed on May 04, 2017 at the request of the Lely County Club Property
Owner’s Association. These engineering studies indicated that a lower speed limit of 25 miles per hour
along the entire road segments of St Andrews Boulevard and Augusta Boulevard were warranted and that
the change is reasonable and in conformity with the defined criteria. The Sheriff’s Office has been
contacted and agrees with the recommendation of Traffic Engineering staff to reduce the speed limit.
FISCAL IMPACT: Funds in the amount of $650 will be made available within the St. Andrews safety
improvement project 60213 after a budget amendment is processed to shift funding from the Traffic
Operations intersection project 60016. Source of funds is gas tax. Annual maintenance cost of
approximately $200 may be incurred in future years related to this action.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve the attached Resolution to decrease the speed limits on St
Andrews Boulevard and Augusta Boulevard and authorize the necessary budget amendment.

the various suggestions that were communicated through Commissioner Fiala’s office. Topics
that were discussed but found to be nonviable included:

Use of additional speed tables.

After discussion, consensus was reached on enacting the following solutions:
1. Speed limit reductions to 25 MPH on St. Andrews and on Augusta Blvd. (June 13 BCC);
2. Installation of Lely Resort directional signs on Santa Barbara Blvd. approaching Rattlesnake
Hammock Road that will be installed by June 1;
3. Installation of a multi-way stop sign on Warren St. (June 13 BCC);
4. Installation of delineators approaching Wildflower Way to keep drivers out of the bike path
that will be installed by June 1;
5. Installation of delineators approaching Warren St. to keep drivers out of the bike path. This
item will be installed by July 1 after BCC approval of the multi-way stop installations;
6. Addition of red flashers to St. Andrews Blvd. approaches at Wildflower Way and Warren
Street that will be installed by June 1;
7. Addition of red flashers to Augusta Blvd approaching Forest Hills Blvd. that will be installed
by June 1;
8. Refreshing of bike lane pavement markings by Road Maintenance will be completed by June
1;
9. Selective speed and stop sign enforcement by CCSO;
10. Creation of a project to design and construct the Saint Andrews approaches to Wildflower
Way and to Warren St. and identification of funds in the 2018 budget. The project will start
by creating design concepts that will be developed with the help of the community
landscaping committee (or its equivalent). The design concepts developed will then be
presented in a public information meeting to the community, as a whole, and further
community input solicited. Design elements to be included in the design are:
Curb extensions
Brick pavers approaching intersection
Landscaping,
Crosswalks
ADA Ramps
Evaluation and the removal/relocation of speed humps approaching these
intersections.
Schedule:
Project start October 2017, with the start of the 2018 budget.
Preliminary design and public input, January 2018 (during season).
Final design June 2018.
Construction fall 2018.
