EXECUTIVE SUMMARY
Recommendation to accept a Multi-Way Stop Warrant Study and approve the installation and
operation of a 4-way stop control at the intersection of St. Andrews Boulevard and Warren Street
at a cost of approximately $3,100.
OBJECTIVE: To request the Board of County Commissioners (Board) accept a Multi-Way Stop
Warrant Study and approve construction, activation and maintenance of a 4-way stop control at the
intersection of St. Andrews Boulevard and Warren Street, in accordance with applica ble federal, state,
and county standards and specifications governing such traffic control devices.
CONSIDERATIONS: Florida Statute §316.006 provides that the County, “may place and maintain such
traffic control devices which conform to the manual and specifications of the Department of
Transportation upon all streets and highways under its original jurisdiction as it shall deem necessary to
regulate, warn or guide traffic.” A traffic engineering study has concluded with the determination that the
subject intersection meets the minimum warrants for a multi-way stop, as set forth in the Manual on
Uniform Traffic Control Devices (MUTCD). Installation of a 4-way stop at this location is within Collier
County Access Management Guidelines.
The traffic engineering study was performed at the request of the Lely Country Club Property Owner’s
Association. The study report was completed on May 5, 2017, in accordance with guidelines
promulgated by the Florida Department of Transportation and the MUTCD. The investigation of the need
for a multi-way stop includes an analysis of various factors related to the operation and safety of the
intersection and determines if specific warrants identified within the MUTCD are met.
FISCAL IMPACT: The estimated cost for this work is $3,100. A budget amendment is necessary to
appropriate funds in project 60213, safety enhancements for Saint Andrews Boulevard. Funds are
available in Growth Management Department project 60016, fund 313. The source of funds is gas tax.
An ongoing annual maintenance cost of approximately $470 is expected for this project.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To accept the recommendation of the Multi-Way Stop Warrant Study and
approve construction, activation and maintenance of a 4-way stop control at the intersection of St.
Andrews Boulevard and Warren Street in accordance with applicable federal, state, and county standards
and specifications governing such traffic control devices.

the various suggestions that were communicated through Commissioner Fiala’s office. Topics
that were discussed but found to be nonviable included:
A pork chop median;
Gating of Warren Street;
Posting of ‘Local Traffic Only” signs;
Posting of “No Through Traffic” signs;
Use of cameras; and
Use of additional speed tables.

After discussion, consensus was reached on enacting the following solutions:
1. Speed limit reductions to 25 MPH on St. Andrews and on Augusta Blvd. (June 13 BCC);
2. Installation of Lely Resort directional signs on Santa Barbara Blvd. approaching Rattlesnake
Hammock Road that will be installed by June 1;
3. Installation of a multi-way stop sign on Warren St. (June 13 BCC);
4. Installation of delineators approaching Wildflower Way to keep drivers out of the bike path
that will be installed by June 1;
5. Installation of delineators approaching Warren St. to keep drivers out of the bike path. This
item will be installed by July 1 after BCC approval of the multi-way stop installations;
6. Addition of red flashers to St. Andrews Blvd. approaches at Wildflower Way and Warren
Street that will be installed by June 1;
7. Addition of red flashers to Augusta Blvd approaching Forest Hills Blvd. that will be installed
by June 1;
8. Refreshing of bike lane pavement markings by Road Maintenance will be completed by June
1;
9. Selective speed and stop sign enforcement by CCSO;
10. Creation of a project to design and construct the Saint Andrews approaches to Wildflower
Way and to Warren St. and identification of funds in the 2018 budget. The project will start
by creating design concepts that will be developed with the help of the community
landscaping committee (or its equivalent). The design concepts developed will then be
presented in a public information meeting to the community, as a whole, and further
community input solicited. Design elements to be included in the design are:
Curb extensions
Brick pavers approaching intersection
Landscaping,
Crosswalks
ADA Ramps
Evaluation and the removal/relocation of speed humps approaching these
intersections.
Schedule:
Project start October 2017, with the start of the 2018 budget.
Preliminary design and public input, January 2018 (during season).
Final design June 2018.
Construction fall 2018.
