Agenda 05/09/2017 Item #16D 505/09/2017 EXECUTIVE SUMMARY Recommendation to authorize the Rotary Club of Naples-Collier, Inc. to use the Fred W. Coyle Freedom Park for its Honor Flag fundraiser for 2017. This project supports the various charities of the Rotary Club. OBJECTIVE: To authorize the Rotary Club of Naples-Collier, Inc. to utilize the Fred W. Coyle Freedom Park for its 2017 Honor Flag Fundraiser in support of the various Club charities. CONSIDERATIONS: The Fred W. Coyle Freedom Park has been used by the Naples-Collier Rotary Club, Inc. for the past two years (2015 and 2016) for its Honor Flag Fundraiser. The Club is once again requesting the County’s authorization to utilize the site for its 2017 Honor Flag Project. The Club sells flags for placement and renews the prior subscriptions to existing flags at this location. These donations support the various Club charities. Those charities include, but are not limited to, the Boy Scout Charter Groups, Lorenzo Walker Institute Grants, and the Honor Flight Project which allows veterans to tr avel to Washington D.C. to visit the various veterans’ memorials in the region. A portion of the proceeds from last year’s Honor Flag project was donated to the Freedom Memorial. The Club commits to donating a portion of the proceeds of the Project to the Freedom Memorial for 2017. The Club provides the flags to donors to honor the memory of the person the donor wishes to commemorate. The flags have been and will be placed along the right-of-way in front of the Freedom Memorial by members of the Rotary Club. This year’s flag placement will start on Saturday, May 27, 2017 to coincide with the Memorial Day weekend and will be removed in concert with a flag removal ceremony at the Freedom Memorial Park on Flag Day, June 14, 2017. The flags will be secured in the ground with plastic sleeves inserted into the ground surrounding the Memorial. As previously recommended in 2015 and 2016, the Parks and Recreation Division proposes to allow the use of the Park at no cost to the Rotary Club. FISCAL IMPACT: There is no fiscal impact associated with this request. While the Board does have fees associated with the Open Green Space within the Parks Division, this activity would occur in passive Park space and does not fall squarely within the County Fee Policy. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. -CMG RECOMMENDATION: That the Board of County Commissioners authorizes and approves the use of the Fred W. Coyle Freedom Park by the Rotary Club of Naples-Collier, Inc. at no cost to the Club for its Honor Flag Project for 2017 to allow the Club to raise funds for its various projects, including the Freedom Memorial.
