EXECUTIVE SUMMARY
Recommendation to extend Contract No. 11-5642 “Aviation Fuel Purchase and Delivery” for six
months, or until a new contract is awarded, whichever is soonest.
OBJECTIVE: For the Collier County Airport Authority (Authority) to extend its current contract for
purchasing aviation fuel for resale and accepting credit card payments at the Marco Island Executive
Airport, Immokalee Regional Airport, and Everglades Airpark.
CONSIDERATIONS: The current “Aviation Fuel Purchase and Delivery” contract with World Fuel
Services/Ascent Aviation Group, Inc., dated November 8, 2011, covered an initial two-year period
commencing on November 21, 2011. The contract was renewed for three (3), one-year periods and an
additional one hundred eighty (180) days in accordance with the terms of the contract. The contract will
expire on May 20, 2017.
In accordance with the Collier County Procurement Ordinance, the Authority issued a Request for
Proposal (RFP) 16-7031, “Aviation Fuel Purchase and Delivery” advertised on December 1, 2016. Four
(4) submissions were received and the Selection Committee, by consensus, ranked Eastern Aviation
Fuels, Inc., as the most qualified firm. The County Attorney's Office is in the process of finalizing a
contract for Board of County Commissioners (Board) approval in the near future.
Staff requests the Board’s authorization to extend the current “Aviation Fuel Purchase and Delivery”
contract for an additional six months (through November 20, 2017), or until the new contract is awarded,
whichever is soonest. Any extension that exceeds six months (cumulatively) shall be approved by the
Board. This request is pursuant to the County’s Procurement Ordinance Number 2013 -69, as amended,
Section 19(4) Contract Administration.
The extension will provide County staff the opportunity to finalize business with the current vendor, and
have the new contract signed by Eastern Aviation Fuels, Inc., prior to presenting to the Board.
FISCAL IMPACT: Funds for fuel purchases and credit card processing fees are available and budgeted
within the Collier County Airport Authority Operating Fund (495).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To approve the extension of Contract No. 11-5642, “Aviation Fuel Purchase
and Delivery” with World Fuel Services/Ascent Aviation Group, Inc., for three months, or until a new
fuel contract is awarded, whichever is soonest.
