EXECUTIVE SUMMARY
Recommendation to approve the attached time extensions to Florida Department of Transportation
Joint Participation Agreement (JPA) Contract Numbers G0594 and G0615 for the Avgas Fuel
Farm Facilities at the Marco Island Executive Airport and Everglades Airpark (Project numbers
33450 and 33454).
OBJECTIVE: To extend the grant agreements to December 31, 2017 and allow sufficient time to
complete the fabrication, installation, and testing of the aviation fuel farm enhancements at the Marco
Island Executive Airport (MKY) and fuel storage system at Everglades Airpark (X01).
CONSIDERATIONS: The Collier County Board of County Commissioners (Board), sitting as the
Collier County Airport Authority (Authority), accepted a grant from the Florida Department of
Transportation (FDOT) for upgrades to the aviation fuel farm facility at MKY on November, 10, 2015
(Agenda Item 16G3), and a grant from FDOT for a new AvGas fuel farm facility at X01 on December 8,
2015 (Agenda Item 16G1). These grant agreements are set to expire on July 1, 2017.
Bidding and permitting of these projects took longer than anticipated. Fabrication of the equipment
could not commence until permitting was finalized to account for any changes to the plans and
specifications that may have been required during the permitting process.
With permitting now complete, the equipment is expected to be finished and ready for installation
between late June and early July, 2017. It is anticipated that installation will take several weeks.
The time extension on these projects, if approved, will allow sufficient time to finish fabrication,
installation, and testing of the fuel farm equipment and storage system; allow for any follow-up work
that may be required of the contractor; and close out the projects.
FISCAL IMPACT: Funds from FDOT are available in Funds (498) and Fund (499), Project 33450 and
33454. The time extension is necessary in order to finalize the work and properly close out the grant
funded projects.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: To authorize the Chairman to sign the attached Florida Department of
Transportation Time Extensions.
