EXECUTIVE SUMMARY BOARD OF COUNTY COMMISSIONERS WORKFORCE HOUSING COMMITTEE WORKSHOP OBJECTIVE: To receive input from the Workforce Housing Committee and the public in an effort to provide direction to staff regarding policies, programs and recommendations to increase the supply of available workforce housing in Collier County. CONSIDERATION: Collier County has the legal obligation as required by the State of Florida through Florida Statutes Section 163, the Growth Management Act, to provide safe, decent, and affordable housing to all of its current and future residents. The Board of County Commissioners will hear presentations from the Committee in four main topic areas: - Demographics - Management - Zoning - Funding Presentation in each area will include several proposals available to increase the number of workforce housing units available in Collier County. FISCAL IMPACT: Several funding and management possibilities will be discussed, the impacts of which will be evaluated on a case-by-case basis. GROWTH MANAGEMENT IMPACT: Section 163.3177 Florida Statutes is the housing section of the Florida Growth Management Act. Several of the concepts presented by the Committee today are taken directly from the Housing Element of Collier County's own Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners consider and discuss the recommendations made by the Workforce Housing Committee and direct staff to implement any concepts receiving a majority approval. People need to have decent homes when they work everyday. We need to start catering to locals instead of all these outsiders. 3 Financing is so hard to obtain for certain people and when they do get financed they have to pay exorbanent pricing. It would be benificial to have something in place to help people of lesser incomes get financing in a rate they could afford 4 The wages vs. the cost of living, especially housing costs, do not EVEN begin to come close in this county! The Rich get richer and the middle class had now become part of Iow income! 5 The isue with Collier County isn't affordable housing, but a stronger job base. Current job base is almost exclusively service based. We have chosen to reside in Lee County, commute the long distance, and put my children in a private school. When you factor all of this in, we can still have a nice waterfront home at a much lower price, send the kids to a good school, and still come out ahead. Everyone you talk to in Collier County agrees that the cost of owning a home (with the exception of moving out to the Estates) is a joke. 10 Planning Services Dept. Her fiancee moved in with us and the 3 of us split the house payment fo $1200. The incentives didn't help us. Together we made too much money. Separately we couldn't afford the payment even with the incentives. 19 I am glad this is being done. The issues here are no different than any of the others. If there are problems in attracting and keeping workers that relate to the type of housing that is available the answer in not in providing more "affordable housing" it is in adjusting wages to compensate for the cost of living in the area. 29 I recently relocated to Collier County a month ago as I was living in Lee County because it is much more affordable than Collier. I chose to relocate for the mileage and gas and better location. I am a single mom struggling to make ends meet as this County has such high prices. I needed a 2 bedroom/2 bath as I wanted to provide a decent place to raise my child, but with the cost of chilcare (of which the county doesn't contribute) it is very difficult to live paycheck to paycheck. 30 Building Review & Permitting 31 BLDG. REVIEW & PERMITTING 32 I hope you use this information to provide moderate income housing not only for county employees but service workers as well. Human Services Dept. 33 I own my home clear - you seem to think that is not an option in your questions about housing. 34 Need to have AFFORDABLE houses in SAFE neighborhoods. Soon there will not be anyone left to work in Collier County. 35 I forgot to put our department the first time I submitted my survery. Utility Billing and Customer Service 36 Code Enforcement 37 It seems Collier caters to the rich and is attempting to drive the working class man out of the county. There is no industry allowed in the county, and the manufacturing companies that are here are service oriented. Collier County intentionally promotes a cast system, keeping working class people separated in socio-economic stature and affordable living locations (as far from the elite as possible). 38 As a single person living in Collier County I think housing is very expensive. I was fortunate enough in August to have bought a house out in the estates, but with the way property has skyrocketed in the last few months I would not be able to afford to buy now. Renting is not very cheap either. I rented for 7 years. There needs to be something for the middle class where you don't get the Low end residents that don't care about what they have and where they live. Some of us do. 39 I am currently in the process of purchasing a condo. 40 FAH 41 Currently we are renting with the hopes of buying in Collier County. But so far we have not seen any advertisement for homes that are in the $100,000 - $130,000 range. To be fair we have not yet actively started to look. But new housing ads appears to be for the muti millions. So if we can't find affordable housing in Collier we will probably look in Lee County. 42 Utility Billing & Customer Service The housing in Collier County is not suitable for the single mom. Providing she and her kids live in a middle class good school district neighborhood. I have to work two jobs just to live in Poinciana Village. Than is outrages .... 43 You wanted to know what Dept. I'm in; well, its Property Acquisition & Construction Management 44 I love my location but I need a bigger place and cannot afford one unless I want to drive at least a half hour one way to work. Being a single parent I do not have the time to travel an hour a day just back and forth to work. 45 The County does not pay range is really too Iow for its workers to live in Collier County...as evidence by the need for this survey to it employees. 46 need Iow cost hOusing for seniors 47 I was able to purchase a 1 1/4 acre wooded lot with home in Lee county 10 minutes from the coast. A comprable sized and priced home in Collier would be about 30 - 40 minutes from coast. 48 49 50 I am worried that with govt. intervention we will end up creating more areas like Naples Manor and Golden Gate City where crime is high and property values drop and no one wants to have to live. I don't seriously think this problem can be solved by government. It is market driven and until the property values stabilize and pay rates increase there will continue to be a growing problem. Financial Administration & Housing If I had not bought my home 18 yrs ago I could not afford to live in this County due to the extremely expensive housing stock and High rental rates. 51 Nice format, easy to use. They were fortunate to have missed the increased impact fees, the rise in property prices, etc. I was actually quite happy to move out of Collier County, the cost of living is outrageous - and little (events) for the younger generation to do. I believe Collier County is becoming a 'difficult' place to live and work, i.e, sign ordinance, no parking on grass, etc. 53 too much push for more and more expensive subdivision housing [I am in Transportation Engineering and Construction Management Dept] 54 It's ridiculously expensive for property & for the construction of a new home here. This city is made for the wealthy, not the hard working middle to Iow income families. 55 We are a young couple and we are looking to start a family within the next 2 years; therefore, safety, education and having other young families nearby is important to us. I work in the Transportation Division, TECM - Transportation ROW as a property acquisition specialist 56 It should be planned with future locations advertised well in advance as I would not buy a home in an area that would have Iow income housing next door. 57 Collier County needs affordable housing, not just apartment complexes. ..58 Please, please, please encourage, fast-track any new affordable housing, both rental and resident owned in Collier County! I've lived and worked for 3 yrs. here and have to pay one paycheck a month to rent and that's in East Naples. I cannot afford to buy anything in Collier Co. and do NOT want to live outside the county and commute to work every day. My adult children cannot afford to rent or own either, so we all live together in a 2/2. It seems a shame when working for the county that one cannot even afford to live here. 59 The rate of pay in Collier County government is in no way proportionate to the cost of buying a home here. The financial incentive program "salary limit" is way too Iow. 60 It is very difficult to find affordable housing. I almost left my job to find a job in another area of the state that is more affordable. I was spending 72% of my salary on rent. Fortunately I have a supportive family who help me out until I found more affordable housing...but it wasn't easy. 61 Housing is to expensive. I had to move to immokalee and transfer to afford a place to rent. Affordable housing is an important issue, after living here for 15 years, I feel thereis a great need for housing for the average middle income bracket - at the same time the growth needs to be controlled - the environment needs great protection. It might be interesting if Collier County addressed the issue of affordable housing rather than circulating idiotic questionaires. There is a lack of affordable housing for middle income people. Subsidies are offered to minorities but not to the average working person, and this presents a problem for them because not enough homes are available in this bracket.
