Agenda 05/09/2017 Item #16D 305/09/2017 EXECUTIVE SUMMARY Recommendation to authorize the execution of the 2015/2016 Federal Highway Administration Flexible Funds grant award in the amount of $80,000 for the purchase and installation of additional bus shelters through the Transit Award Management System (TrAMS) and appropriate a budget amendment. OBJECTIVE: To obtain grant funds for the purchase and installation of additional bus shelters for Collier Area Transit Passengers. CONSIDERATIONS: On February 14, 2017, the Board approved Agenda Item 16D1 authorizing the submittal of a grant application for the 2015/2016 Federal Highway Administration Flexible grant funds in the amount of $80,000 for the purchase and installation of three additional bus shelters including amenities such as bike racks, benches, and trash receptacles to place on existing pads on US 41 from Vanderbilt Beach Road to just south of Pelican Bay Blvd. The grant requires a 20% match. Collier County received approval from the Florida Department of Transportation (FDOT) to use toll revenue credits in the amount of $20,000 as a soft match for the grant. On April 10, 2017, County staff received notification of award from the Federal Transit Administration (FTA). Following BCC approval, execution of the grant is processed through the FTA Transit Award Management System by the Collier County Public Services Department Head, who serves as the Board of County Commissioners’ appointed designee. FISCAL IMPACT: A budget amendment is required in the amount of $80,000 to recognize the grant revenue funds to Collier Area Transit (CAT) Fund 424, Project 33511. Collier County has received approval from FDOT for the use of toll revenue credits in the amount of $20,000 as soft match for the Capital Grant Funds. GROWTH MANAGEMENT IMPACT: This item supports the goals and objectives of the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. - JAB RECOMMENDATION: (1) Authorize execution of the grant award for the 2015/2016 Federal Highway Administration Flexible Fund grant award in the amount of $80,000 through the FTA Transit Award Management System and (2) approve the necessary budget amendment.
