Agenda 04/25/2017 Item #16C204/25/2017 EXECUTIVE SUMMARY Recommendation to approve Change Order No. 2 to contract 16-6589 “Memorial Pathway on Vanderbilt Drive” and authorize a budget amendment in the amount of $97,000 to move funds from Project No. 70104 to Project No. 70071, Countywide Utilities Projects. OBJECTIVE: Fund relocation of existing water mains at five locations required to remove conflicts with the construction of the Vanderbilt Drive Memorial Pathway. CONSIDERATIONS: On October 20, 2016, during construction of the Growth Management Department’s Vanderbilt Drive Memorial Pathway Project, contractor Haskins, Inc., encountered a water main at 1st Street that was not on the design plans. Upon further review, the record drawings utilized in the pathway design were not accurate and failed to identify five conflicts with existing water mains at 2nd Street, 3rd Street, 4th Street, 5th Street, and 9th Street. On October 24, 2016, the Public Utilities Department (PUD) Project Manager provided a written Work Directive (Attachment 1) to Haskins, Inc., to perform the necessary de-conflicting work at these five locations. In addition, due to the opportunity presented, four valves were added to provide greater operational flexibility and faster, less impactful repairs to the 45-year-old asbestos-cement water mains common in this area. At that time, the total estimated not -to-exceed amount of the Work Directive was $210,303. From October 25, 2016, through January 8, 2017, Haskins, Inc., satisfactorily performed the work according to the Work Directive at a total cost of $143,671.38; 32 percent less than the estimated amount. Vanderbilt Drive Memorial Pathway Purchase Order (PO) 4500169264 included a $47,600.00 line item for “Memorial Pathway-Vanderbilt Dr. Utility Work,” which was used to partially fund this change. The remaining $96,071.38 was added to PO 4500169264 through Change Order No. 2 (Attachment 2); however, there are insufficient funds in PUD Project No. 70071 to fund the increase. Therefore, a $97,000 Budget Amendment is required. FISCAL IMPACT: Funds are available in the Water User Fee Fund (412). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: To approve Change Order No. 2 to contract 16-6589 “Memorial Pathway on Vanderbilt Drive” and authorize a budget amendment in the amount of $97,000 to move funds from Project No. 70104, Water Plant Compliance Assurance Project, to Project No. 70071, Countywide Utilities Projects, and authorize the Chair to authorize the necessary budget amendment. Funding/Justification: The existing Record Drawings utilized in the design of the pathway were not accurate and failed to identify these five conflicts with the existing water mains. This Work Directive will allow the County Project Manager to authorize immediate relocation of the water mains in conflict thereby minimizing Contractor down time and open excavated trenches. The proposed additional work has a time and material cost not to exceed of $210,302.55, which will be paid via a Change Order when the work is completed. There is a potential deduction of $51,300.00 for work not required which was listed in the original contract. Labor and Material cost shall be in accordance with the current Haskins, Inc.
