Agenda 04/25/2017 Item #16A1004/25/2017 EXECUTIVE SUMMARY Recommendation to approve an After-The-Fact Big Cypress Basin Local partnership grant application submittal, in order to become a co-applicant with the City of Naples, to provide funding for the West Goodlette-Frank Road Area Joint Stormwater and Wastewater Collection Improvement Project. (Anticipated fiscal impact $1,280,000 with a grant share of $800,000 and local match of $480,000.) OBJECTIVE: To seek financial assistance from the Big Cypress Basin to implement projects for stormwater, water supply, alternative water supply and water conservation. CONSIDERATIONS: On February 14, 2017 (Item 16A11), the Board of County Commissioners (Board) reviewed and approved a proposed list of projects to be submitted for consideration to the Big Cypress Basin Local Partnership Grants Program. Grant applications for the Big Cypress Basin Local Partnership Grants Program were due on March 3, 2017. The City of Naples submitted a grant application for the West Goodlette -Frank Road Area Joint Stormwater and Sanitary Collection System Project. Following subsequent conversation, between City and County staff, it was decided to request for the application to be amended, to have both Collier County and the City of Naples as joint applicants. The amended application submittal, includes the stormwater portion of the project, strengthens the application, and the probability of receiving grant funding for project. The Capital Project Planning, Impact Fees and Program Management Division is requesting that th e West Goodlette-Frank Road Area Joint Stormwater and Wastewater Collection Improvement Project be added and included as part of the approved grant application submittal list. The West Goodlette-Frank Road Stormwater Project is located within unincorporated Collier County, but within the City of Naples’ water and sewer service area, and is a joint project with the Collier County Stormwater Management Section. The affected area is broadly described as located north of Golden Gate Parkway, west of Goodlette-Frank Road, east of Tamiami Trail North (U.S.41) and south of Pine Ridge Road. The proposed improvements will affect the following streets: - Hollygate Lane - Ridge Street - Rosemary Lane - 12th Street North - 10th Street North - 14th Street North - Frank Whitman Boulevard - Cooper Drive - Illinois Drive - Wisconsin Drive - Ohio Drive - High Pointe Circle - Rosemary Court In an effort to address needed stormwater improvements along these streets as well as to provide new 04/25/2017 sanitary sewer service and to avoid multiple disruptions to the neighborhood streets. The stormwater management facilities will be a part of the Collier County stormwater management system for roadside drainage. Associated street and yard flooding, along with the incorporation of stormwater quality best management practice (BMP) features and reduction of frequent street flooding will reduce the negative impacts of stormwater that ultimately enters the Gordon River and Naples Bay. Both the Gordon River and Naples Bay have been identified as impaired due to low dissolved oxygen attributed to nutrients. There is currently no BMAP for the Gordon River or Naples Bay and this project will support the efforts of addressing identified impairment concerns without the necessit y of implementing a BMAP. A formal partnership was established, the County approved a joint County/City Interlocal agreement at their September 27, 2016 Board of County Commissioners meeting, and the City Council approved the same Interlocal agreement at their November 2, 2016 City Council meeting. The contents of the Interlocal agreement are for the County to manage the project from design through construction, using current Stormwater funding to front the cost of the joint project design and permitting. Subsequently the County will fund construction of the stormwater portions of the project, and the City will fund construction of the sanitary sewer portions of the project plus reimburse the County for the proportionate sewer design and permitting costs. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as “After-The-Fact”. FISCAL IMPACT: It is anticipated that the total cost of the Stormwater project (not including the City of Naples’s Sewer improvements) will be around $2.1 million. If the grant request is awarded, the anticipated grant funding will be $800,000 with a required local match of $480,000. The local match will be funded by a transfer from the Unincorporated Area General Fund MSTU fund 111. LEGAL CONSIDERATIONS: GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact for this project. The synergism of multiple project types is preferable to the BCB as such projects typically provide the greatest benefit to the community. Each project submitted this fiscal year for consideration of a Local Partnership Grant will be reviewed according to several key metrics, namely alignment with applicable plans; degree offlood protection, resource protection, and/or reuse efficiency; benefit to natural systems and water quality; completeness of project design; as well as readiness of project construction. Eligible expenses for stormwater, restoration, water quality, and storage type projects are generally linked to construction or installation of control structures, conveyance systems, integral components, and appurtenances. Eligible expenses for restoration type projects may also be linked to construction or installation of habitat, flowways, integral nalural system features, and appurtenances as well as removal of hydrologic obstacles or invasive-exotic species. Eligible expenses for alternative water supply projects are generally linked to construction and installation of raw water infraslructure, transmission lines, integral components, and appurtenances. Operation and maintenance of infraslructure, land acquisition, and other services or materials not directly linked to construction or installation activities are considered ineligible expenses. All Page '1 of 13 This application is for stormwater, restoration, water quality, storage, and alternative water supply type projects that support objectives of the Big Cypress Basin (BCB) Strategic Plan, Lower West Coast Water Supply Plan, and/or other applicable plans. Stormwater type projects are mostly associated with flood protection or infrastructure improvement. Restoration type projects are mostly associated with habitat creation or preservation, hydrologic enhancement, or invasive-exotic species management. Water quality type projects are mostly associated with reducing nutrients and contaminants in surface water via flow equalization basins (FEB), hybrid wetland treatment technologies (HWTI), or stormwater treatment areas (STA). Storage type projects are mostly associated with minimizing surface water lost to tide through the use of aquifer storage and recovery (ASR), reservoirs, shallow impoundments, or other surface retention strategies. Alternative water supply projects are mostly associated with diversification of water supply sources and reducing reliance on fresh groundwater (traditional sources) through development and expansion of non-traditional freshwater sources such as ASR, reclaimed water, saline aquifers, or surface water. The project is specifically located between Goodlefte-Frank Road and US 41, north of Ridge Street and south of Cypress Woods Drive. Collier County has identified several streets within this area that are in need of stormwater improvements in conjunction with replacement of the septic tanks with a sanitary sewer system improving the overall water quality of stormwater prior to discharge into the Gordon River with eventual outfall to the Naples Bay, which is currently an lmpaired Water Body. The City has prepared a Master Plan that identifies the areas on septic tanks along with a preliminary sanitary sewer system layout and estimated construction cost. 3.1 Provide a description ofthe project that includes relevant background information, the purpose or objective(s) of the project, and the proposed statement of work. Background lnformation: Click here to enter text.3-1.1 ln September 20'15 and in January 2016, City and County staff met to discuss the possibility of a joint project to design and construct a City sanitary sewer system in conjunction with County stormwater improvements within Areas 4 & 5 of the Master Sewer Plan for the City's Unsewered Areas (MSPCUA). The County has received stormwater complaints from the residents along these streets about flooding and malfunctioning septic tanks during the rainy season. It is believed that elimination of the septic tanks would be beneficial in reducing the environmental impact on the stormwater quality. On February 17, 2016, City Council provided consensus to proceed with planning and design of a sanitary sewer system to replace septic tanks along Cooper, lllinois and Ridge Streets as identified in the 2006 Unsewered Master Plan within the City's Sanitary Sewer Service Area. Additionally, to proceed witli the lnitial Assessment of the properties along these streets to pay for the installation of the sanitary sewer system. On September 27, 2016 and November 2, 2016, the Board of Collier County Commissioners and the Naples City Council approved the lntellocal agreement, respectively. Design and construction of the stormwater and sanitary sewer systems simultaneously would allow for cost saving incentives and minimize f uture construction activities. Unsewered Area 4 includes Hollygate Lane, Frank Whiteman Boulevard, Cooper Drive, lllinois Drive, Wisconsin Drive, 't0h Street N, 12h Street N, and 14s Street N, and will provide sanitary sewer connections for 265 properties. Unsewered Area 5 includes Ridge Street, Rosemary Lane, and Rosemary Court, and will provide sanitary sewer connections for 107 properties. A total of 3T3properties Page 4 of 13 ln September 2006, the City completed the Unsewered Master Plan that identified 7 Areas within the City's sanitary sewer service area that were currently on septic tanks. The areas are not within the limits of the City. Areas 1 - 6 are located between Goodlette-Frank Road and US 41, north of Ridge Street and south of Pine Ridge Road. These areas consist of approximately 1,306 single family lots and 104 multi-family housing groups and commercial lots. SOUTH FLORIDA WATER MANAGEII'ENT DTSTRICT 3.1.2 FY18 BIG CYPRESS BASIN LOCAL PARTNERSHIP GRANTS APPLICATION within Areas 4 & 5 will be assessed for the installation of the sanitary sewer system. The Unsewered Master Plan includes an estimated cost of $5,530,000 to construct a sanitary sewer system within Areas 4 & 5. These construction costs are based on 2006 cost estimates and may change to reflect current construction cost when the project is bid. The sanitary sewer portion of this joint project will be paid by the 373 properties that will receive the benefit of the new system through a special assessment. Receiving grant funding will reduce the per rata share of the special assessment. The stormwater portion of this project includes an estimated cost of $2,000,000 to develop a treatment train BMP approach for the discharging stormwater and it is anticipated to include roadside swales overlaying a storm sewer system, within Areas 4 and 5. The swales are proposed to discharge into the storm sewer through inlet structures equipped with bleeder openings and skimmer devices. Where swales cannot be utilized due to space constraints, inlets are proposed to utilize inserts with capture basket and hydrocarbon capture BMPS. The overall cost of the project is tentatively estimated to cost $7.5 million to complete. These construction costs are based on 2006 cost estimates and may change to reflect current construction cost when the project is bid. The stormwater portion of this project includes an estimated cost of $2,000,000 to develop a treatment train BMP approach for the discharging stormwater and it is anticipated to include roadside swales overlaying a storm sewer system, within Areas 4 and 5. Elimination of the septic tank and drainfield nutrient loading source could be considered as perhaps the major BMP. A treatment train BMP approach for the discharging stormwater is anticipated to include roadside swales overlaying a storm sewer system, The swales are proposed to discharge into the storm sewer through inlet structures equipped with bleeder openings and skimmer devices. Where swales cannot be utilized due to space constraints, inlets are proposed to utilize inserts with capture basket and hydrocarbon capture BMPs. Within the configuration of any storm sewer design it is anticipated to include sumped inlets and/or junction boxes to capture sediments that may have entered the system. On September 27, 2016, an interlocal agreement between the City of Naples and Collier County was approved to allow joint design/construction of stormwater improvements and sanitary sewer improvements.
