VAB Organizational Meeting: Monday August 7, 2017 at 9:00 a.m. C. TRIM (Truth-In-Millage) Notice to be mailed by the Property Appraiser's Office on August 17, 2017. Deadline to file a petition with the VAB Clerk's Office would be 25 days following the mailing: September 11, 2017 at 5 pm. 7. And I think what we'll do is stand and say the Pledge of Allegiance. (The Pledge of Allegiance was recited in unison.) CHAIRMAN TAYLOR: Thank you very much. All right. I'll turn it over to you. MR. MOREY: Good morning. For the record, Attorney James Morey. I'm just going to give a quick roll call to establish the quorum. Commissioner Penny Taylor? CHAIRMAN TAYLOR: Here. MR. MOREY: Citizen Business Member Nace Cohen? BUSINESS MEMBER COHEN: Here. MR. MOREY: And School Board Member Erick Carter? SCHOOL BOARD MEMBER CARTER: Present. MR. MOREY: Fantastic. We do have a quorum. Also with us today we have Mr. Skinner, the Appraiser, Collier County Appraiser, and a member of his staff, Mr. Quinby. MR. QUINBY: Good morning. MR. MOREY: Thank you -- and welcome -- for being here. CHAIRMAN TAYLOR: And our wonderful court reporter -- MR. MOREY: Yes. CHAIRMAN TAYLOR: -- Terri. MR. MOREY: One important item on the agenda is No. 3, and that's a selection of Independent Legal Services, Counsel for the VAB, and we have the Procurement Services Division here to present on that item. MR. COYMAN: Good morning. For the record, my name is Ted Coyman, Director of Procurement Services. Thank you for scheduling this special meeting. The Item 3 is seeking your approval on the award of a solicitation Page 2 April 3, 2017 BUSINESS MEMBER COHEN: So -- and I'm a business community person. Other than that, I don't -- and I do have a lot of experience with the firm Bond, Schoeneck & King, and I find them to be, you know, quite desirable. You know, I think they're really good. But if it's the -- you know, the Board's decision to go with Ms. Cosby, I'm okay with that; I just think it's a risk. MR. COYMAN: If it pleases the Board, I could recap the five references that were provided by Holly Cosby: The first is the Lee County Value Adjustment Board; the second is the Hendry County Value Adjustment Board; the third is the Glades County Value Adjustment Board; the fourth is Corona Property Holdings Company; and the fifth is David and Ruth Hunt, who were clients. So of the five, there were three other county Value Adjustment Boards as references. BUSINESS MEMBER COHEN: What is this -- what is the -- this department's experience with Ms. Cosby in the past? MR. COYMAN: I don't believe Ms. Cosby's performed work for the county in the past, for Collier County. BUSINESS MEMBER COHEN: Whereas, Bond, Schoeneck & King has performed? MR. COYMAN: That's true; however, I must point out that there were very clear evaluation criteria in the selection, and Ms. Cosby scored high, higher than the other firm, based on that criteria. Prior work for the county would have been considered as one of the references, but there were requirements for -- to provide additional professional references and the rate requirement, and there were other evaluation criteria concerning the selection. So, Ms. Cosby did score higher. BUSINESS MEMBER COHEN: Okay. Thank you. CHAIRMAN TAYLOR: Any other discussion? (No response.) CHAIRMAN TAYLOR: There's a motion on the floor and a Page 4 April 3, 2017 second. All those in favor, say aye. Aye. BUSINESS MEMBER COHEN: Aye. SCHOOL BOARD MEMBER CARTER: Aye. CHAIRMAN TAYLOR: Those opposed, like sign. (No response.) CHAIRMAN TAYLOR: It carries unanimously. Thank you. Very good questions, by the way. SCHOOL BOARD MEMBER CARTER: Yeah, good. CHAIRMAN TAYLOR: Very good. BUSINESS MEMBER COHEN: Thank you. MR. MOREY: Staff or board member comments. I don't think -- MR. COYMAN: I'll leave the contract with you. MR. MOREY: I'll make sure -- I'll give them to the Clerk's Office. All right. CHAIRMAN TAYLOR: Thank you, Mr. Coyman. Thank you very much. MR. COYMAN: Thank you. MR. MOREY: So without any staff or other board member comments, just a couple of dates -- a few dates of importance for the VAB process: Adoption of a Resolution establishing the Proposed Millage Rates as the maximum property tax rates to be levied. That will be at the County Commissioner's meeting set for July 11th, 2017; The VAB Organizational Meeting, which would be the next meeting of this board, is Monday, August 7th, at 9 a.m., and that's a very important meeting. It's a statutorily required meeting for organization; The Truth in Millage TRIM Notice will be mailed by the Property Appraiser's Office on August 17th; Deadline to file a petition with the VAB Clerk's Office would be Page 5 April 3, 2017 25 days following the mailing, or September 11th, 2017, by 5 p.m. That's the date and time by which any petitions would have to be received by the Clerk's Office. And then our last agenda item is to adjourn. CHAIRMAN TAYLOR: Do I hear a motion to adjourn? SCHOOL BOARD MEMBER CARTER: I motion. BUSINESS MEMBER COHEN: I second. CHAIRMAN TAYLOR: Second.
