Agenda 04/11/2017 Item #16C 304/11/2017 EXECUTIVE SUMMARY Recommendation to award bid number 17-7089, “Barron Collier High School Water System Improvements - Phase 2," to Kyle Construction, Inc., in the amount of $828,009, Project Number 70125; and authorize the necessary budget amendment. OBJECTIVE: Provide a compliant and reliable potable water system to the District School Board of Collier County students and staff of Barron Collier High School by replacing the 40-year old portion of the water distribution system that serves the school. CONSIDERATIONS: The proposed scope of work for Project 70125, “Barron Collier High School Water System Improvements - Phase 2,” is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE. Under Contract 14-6213-66, purchase order 4500169022, “Barron Collier High School Water System Improvements - Phase 1” was completed on August 16, 2016. This initial phase increased reliability providing a second water connection to the school. Phase 2 addresses the 40-year old infrastructure serving the school. The Phase 2 scope of work includes removing and replacing approximately 1,100 linear feet of polyvinyl chloride (PVC) and 2,500 linear feet of asbestos cement potable water main that was installed in 1977. The project includes installing valves, fire hydrants, sample points, and air release valves. The water main has reached the end of its useful life, and presents significant risk due to its materials, age, and condition. This project will benefit approximately 1,700 students and staff of the Barron Collier High School by increasing reliability and improving water quality. The condition of this asset is defined as “Red: Level 3 - Risked Compliance,” as reported to the Board at the October 1, 2013, Asset Assessment and Management Workshop. County staff held several coordination meetings with the District School Board of Collier County (School Board) to review the project and to obtain the necessary easements to construct the project. During the meetings, the School Board expressed the need for all work east and north of Couga r Lane to be performed between June 2, 2017 and August 15, 2017 when fewer students would be present; work west of Cougar Lane and restoration of Cougar Drive could be performed thereafter. To ensure that construction activities will be compatible with the school schedule, Exhibit J: Technical Specifications of the construction agreement 17-7089 (Attachment 4) specifies three construction phases with performance milestones. Due to the compressed time schedule, it is likely that the contractor will request to work seven days a week from 7:00 am to 7:00 pm. On January 18, 2017, the Procurement Services Department released notices of Invitation to Bid No. 17 - 7089 to 2,177 vendors for construction of “Barron Collier High School Water System Improvements - Phase 2.” Seventy-One (71) bid packages were downloaded, and seven (7) bids were received on February 21, 2017. The bids are summarized below and in Attachments 1 and 2. 16.C.3 Packet Pg. 562 04/11/2017 VENDOR PROJECT COST Kyle Construction, Inc. $828,009.00 Coastal Concrete $953,250.00 Bonness Inc. $954,245.17 Quality Enterprises USA, Inc. $954,950.00 Andrew Sitework $978,215.84 Haskins Inc. $1,141,805.00 Douglas N. Higgins, Inc. $1,388,534.00 County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to Kyle Construction, Inc., the lowest responsive and qualified vendor. The bid received was 8 percent more than the engineer’s cost opinion. In its letter dated March 6, 2017, (Attachment 3), the design professional, Q. Grady Minor, Inc., recommended awarding the construction agreement (Attachment 4) to Kyle Construction, Inc., which has a satisfactory performance and warranty record on previous, similar, utility-related projects. FISCAL IMPACT: A budget amendment is required to move $400,000 from Project Number 70126, Water User Fee Capital Fund (412), to cover the cost of the Construction Engineering Inspection services, Construction Administration services, permits, and the asbestos cement pipe removal and disposal fees. Staff analyzed current and future needs to be funded from the cited project number to assure that the budget amendment will not affect current and future financial commitments. The source of funding is the Water User Fee Fund (412). This is a replacement project; therefore, operating costs will remain the same or decrease. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: To award bid number 17-7089, “Barron Collier High School Water System Improvements - Phase 2,” to Kyle Construction, Inc., in the amount of $828,009.00, and authorize the Chair to execute the attached agreement and authorize the necessary budget amendment. Kyle Construction’s bid for Phase C ($272,000.00), while not the lowest, is fitting for the work to be performed and would result in a complete project, with no need to coordinate between multiple Contractors. Kyle Construction is a local contractor with extensive experience with underground utility construction within Collier County and is within Collier County’s library of approved underground utility contractors. Please note that all of the bids exceeded our probable construction cost estimate of $763,685. This was likely in part to the strict scheduling restraints and coordination requirements with the Collier County School District. Based on the above information, GradyMinor recommends Kyle Construction is awarded the entire project in the amount of $828,009.00. Please feel free to call me with any questions.
