Time Certain Items: Item 9A to be heard at 9:45 a.m. 03/28/2017 EXECUTIVE SUMMARY Recommendation to approve staff’s ranking of aviation service providers for vacant counter space at the Marco Island Executive Airport and direct staff to pursue a Collier County Airport Authority Standard Form Lease Agreement with Island Air Charters, Inc. OBJECTIVE: To generate revenue by leasing vacant space and provide commercial aeronautical services to the general public at the Marco Island Executive Airport (MKY). CONSIDERATIONS: On January 13, 2017, the Airport Authority received written notice of the intent by Raven Air Marco Island, LLC, d/b/a Island Hoppers (Raven Air) to vacate approximately 168 square feet of office/counter space in the main terminal building at MKY. Because multiple aeronautical operators expressed interest in the space vacated by Raven Air, Airport Authority staff solicited competitive proposals in accordance with Airport Authority policy. The solicitation was advertised on the Airport Authority’s website and in the Naples Daily News. Email notices were also sent to existing tenants and aviation service providers that previously expressed interest in leasing the space. Staff has reviewed the submitted proposals and ranked them in terms of their projected economic impact to MKY and overall operational and strategic benefits to the Airport Authority and Collier County: 1. Island Air Charters, Inc. 2. Career Flight Training & Aircraft Rental, Inc. The vacant space at MKY has historically been occupied by air charter operators in order to draw residents and visitors with an interest in air service to the Florida Keys. Island Air Charters has over thirty years of experience providing air charter service to the Bahamas and Key West, among other destinations, and the operation as proposed would fill a current air service need within the community. Career Flight Training currently operates at MKY and maintains leased office space within the terminal building. It is staff's assessment that the counter space is not an appropriate location for classroom instruction or management of training documents as outlined in the proposal from Career Flight Training. Additionally, an enlarged office is allocated for their flight training and aircraft rental operations in the design plans for the new terminal building. Following Board of County Commissioners (Board) approval of the rankings, staff will propose that Island Air Charters, Inc., enter into a Standard Form Lease Agreement with the Airport Authority. The proposed Lease Agreement will be brought back to the Board for consideration and approval at a subsequent meeting. FISCAL IMPACT: Upon Lease execution, revenue shall be deposited in Airport Authority operating Fund 495, Marco Island Executive Airport Cost Center. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action. Establishing our presents will require a series of marketing strategies. For example, we would expect Marco Island airport personnel to promote us as `the new (old) kids on the block!' We have three passenger service agents, with one being fluent in Spanish. As required, we have a Director of Operations, David Culver, Director of Maintenance, Ron Oberholtzer, Chief Pilot, Bill Ford. Another mechanic is being hired as I write this proposal letter. A brief bio of the four major staff members is enclosed with this proposal letter. It is imperative that we have maintenance support at Marco Island airport if we are to put even one plane there. Since the hangar is leased, David Culver, DO, spoke to Hal Brannon, currently in the hangar, to discuss his ability to do maintenance on our planes. A mutual agreement was reached between David and Hal. Hal has agreed to be placed on our drug program so he can supply maintenance support for us. The person that will initially be responsible for getting Island Air known and started out of Marco Island will be Linda House, CEO. In time, a full time person will be hired to work at the counter. Reservations will be coordinated with our passenger service agents at Ft. Lauderdale International airport. Currently, we have a very interested corporation that has signed a letter of intent to purchase Island Air Charters. Their plans are much bigger than ours, with shared interest to conduct business generated out of Marco Island. Unfortunately, I can't disclose what those plans are, or if, 100%, they will come to fruition. I realize that this sounds vague. But, timing has been an issue for them and us. I hope to have something more concrete within the next week. We have an excellent safety record with an open, fair and respectful rapport with the FAA. Culver Director of Operations Island Air Charters, Inc. BIO FOR DAVID J. CULVER David J. Culver is currently the Director of Operations for Island Air Charters, Inc. David J. Culver has been a professional aviator for 47 years, during which he has accumulated 27,000 flight hours as an airline transport pilot, with the majority of those hours attained while flying three and four engine heavy jet transports around the world for US FAA certified Part 121 air carriers. Captain Culver, also, served in the Navy flying F -4s. On the management side of his career, he was part owner of Tropical Airways, an FAA Part 121 Supplemental Air Carrier operating two DC -8 aircraft, as well as held the Chief Pilot, Director of Safety, Director of Training, Flight Instructor, Ground Instructor, and Check Airman titles for several air carriers. In the mid -nineties he formed an aviation consulting business to assist air carriers and commercial operators with operational and FAA compliance issues. Captain Culver's FAA license inventory includes Airline Transport Pilot with ten type ratings, Flight Instructor, Instrument Instructor, Multi -engine Instructor, Flight Engineer, and Airframe and Power plant mechanic (A & P). Ronald L. Oberholtzer Director of Maintenance Island Air Charters, Inc. Ronald L. Oberholtzer, "Ron", is currently the Director of Maintenance for Island Air Charters, Inc. Mr. Oberholtzer started his aviation career in high school as an aero mechanics major. Ron enlisted in the USA Air Force where he accomplished USAF Technical Training, aircraft mechanic technical, B-36 mechanic specialist, R4360 engine mechanic specialist, B-29 flight engineer technical ground training, C-124 flight engineer ground training and C-124 flight training. Ron was hired by Eastern Airlines and served as F/E on Lockheed L749, L1049, L1049 C, L1049G, Douglas DC6 and DC7, and Lockheed L1011 Electra. After his time there, he was hired by Riddle Airlines as a Douglas DC7 -C flight engineer and C4 6 co-pilot until Universal Airlines scooped him up as their flight engineer and co-pilot on AW 650 aircraft and flight engineer on L-188. Throughout his vast aviation career, Mr. Oberholtzer has worked as a free lance F/E, pilot and A & P mechanic for various airlines and general aviation, as well as Director of Operations, Chief Pilot, Director of Maintenance, and Chief Instructor for various FAR 135 operators. Ron holds an FAA certification as an ATP pilot, DC3 type rating, flight instructor (airplane & instrument), flight engineer (piston & turboprop), ground instructor (advanced & instrument) and A & P mechanic, with inspection authorization. William W. Ford Chief Pilot Island Air Charters, Inc. BIO FOR WILLIAM W. FORD William W. Ford, "Bill', is currently the Chief Pilot for Island Air Charters, Inc, Captain Ford was a co-owner of a 135 charter company, with over 7000 flight hours before taking the position as Chief Pilot for Island Air Charters. He has a BS degree in computer science from Sacramento State University, and worked for Hewlett Packard as a field service engineer. In addition, Captain Ford served in the US Army in multiple theaters of operations. While in the Army, he coached special Olympic athletes on International level 1 (teaching kids to ski in the winter and swim in the summer), ranging from Europe to Asia. "Bill" speaks seven languages. In addition, he worked for the Federal Government for 8 years as a VA cop! Captain Ford is a NAUI (National Association of Underwater Instructors) scuba instructor who, also, works with local disabled veterans and community special needs groups. Moreover, we have produced two flight instructors to fill the shortage of teachers in the community. CFTAR started with one aircraft. Through proper instruction and quality management we have grown to five aircraft. CFTAR buys over 2,000 gallons of fuel a year from the county. With increased advertising capabilities through the visibility of the new office we will increase this amount by more than 10%. Moreover, CFTAR has more than 20 students and customers currently operating the five aircraft. The space that we utilize now is too small to accommodate instruction or the routine managerial paperwork associated with flight training. CFTAR is growing and providing a positive aviation learning environment for the community. Lely High School students train at CFTAR more than any other flight school in the community. We want to continue to grow and display our enthusiasm and motivation for aviation in the main terminal. Please help us to meet this goal. CFTAR is proposing to expand flight operations by adding an additional C172. In addition, CFTAR wants to add maintenance insurance and, subsequently, include maintenance operations with Hal Brennon, the current aircraft maintenance technician at Marco Island Executive Airport. CFTAR needs to have access to the main lobby for marketing and for customer access. Currently, customers must walk outside of the terminal building to find the CFTAR office. An office in the main lobby is more conducive for access to our business for customers seeking flight training or aircraft maintenance. Lastly, having an office twice the size of our current office will allow us to have an area for group "ground" sessions. Currently, we have to conduct "ground" sessions at locations away from the airport due to training after the airport closes. CFTAR has provided proven flight instruction to the community from the Marco Island Executive Airport since February 2014. We have trained more than 30 -members of the community to become fully rated pilots. The CFTAR aircraft used more than 2,000 -gallons of AVGAS in the physical year of 2016. CFTAR proposes to increase this training quantity and fuel usage through better exposure that having an office in the main lobby will provide. In addition, opening a maintenance facility at the airport will bring in customers from other airports that will purchase fuel. CFTAR's three flight instructors train students and provide insurance checkouts for aircraft rental. The three flight instructors are independent contractors. Each aircraft is insured for the appropriate training and rental purposes. The president (resume enclosed) is the standards bearer for all operations regarding safety and compliance with federal and county regulations. CFTAR provides personal coverage on the premises or by phone 24 -hours a day, 7 -days a week. Moreover, CFTAR provides local residents and visiting tourists proven instructors and high quality aircraft maintained by Federal Aviation Administration (FAA) regulations and aircraft manufacture instructions. Each aircraft has maintenance costs established where earned funds will build in the CFTAR account for maintenance and upkeep. CFTAR has two shares that will split any profits at the end of each physical year. Each partner has the option to leave the profits in the account for future use. The main plan for CFTAR is to maintain five aircraft with updated avionics packages to meet the demands of IFR training and IFR flights. The basic premise is for profits to funnel back into the business account. Each flight instructor, including the president, will use flight instruction income for his profits. CFTAR will issue each flight instructor a business check no later than 7 -days from the instruction, unless otherwise coordinated by the flight instructor and the president. CFTAR advertises resources and services via Internet, mailings, and brochures to local businesses. CFTAR will decorate the requested counter -space to show successes, aircraft, and offer brief and concise prices and abilities of the company. CFTAR's goal is to provide the resources to meet the demand for the shortage of pilots in aviation. CFTAR partners will constantly gage the demand for training and aircraft rental services. If there stems a need for multi -engine training then CFTAR will research a twin -engine aircraft for lease. Two of the CFTAR instructors are current MEls. Physical expansion of CFTAR is limited by the Marco Island Airport's limited space. CFTAR's basic plan is to operate with minimums at the present time and grow with the airport as the new FBO is built in the planned 2 to 3 years. We have satisfied our projected growth and added two airframes. CFTAR plans to grow with one more C172 to meet the demand of our flight training and rental requests. At a minimum, Career Flight Training and Aircraft Rental is requesting counter -space of at least 10' X 5'. In addition, CFTAR is requesting two hangars for minor scheduled and unscheduled aircraft and the hangar(ing) of the C182T and CH2O00. CFTAR would prefer an office and counter -space if space conditions permit. CFTAR will need the minimum standard two tie -down spaces for the CH2O00 and PA28200. CFTAR predicts a start-up operation per month of 30 -hours for the CH2O00, 10 -hours for the C182, and 5 -hours for the PA -28200. A basic prediction of fuel required will be approximately 150 gallons a month during the start-up phase. With marketing and professional services CFTAR expects to grow with the airport and community to fill the demand of the growing need of pilots. CFTAR is requesting hangar and counter/office space with the growth of Marco Island Executive Airport. As the airport plans for new hangar and new building growth, CFTAR is formally requesting consideration to be added into the planning phases. CFTAR plans to grow with the airport and community. CFTAR is requesting two hangars, counter space, and office space when available. CFTAR will hangar two of the aircraft. Moreover, one hangar will be used for scheduled maintenance inspections and minor unscheduled maintenance. The counter space will be used for advertisements and presence of the business. R2005 Mainsail Dr. 239.396A260 CF AR.ORo Naples, FL 34114 Compliance with Collier County Airport Minimum Standards Section 9 —Aircraft Flight Training: CFTAR provides dual instruction from private pilot through certified flight instructor, Airplane Single Engine Land. CFTAR owns the CH -2000 and C172M, and CFTAR leases the two C182Ts and PA28R200. CFTAR maintains flight instruction and rental insurance on all five of the above listed airplanes. CFTAR has three flight instructors listed on its insurance that can train and fly the five airplanes. CFTAR has two hangars on lease from the county and is subleasing A4 from Mr. Scola. Section 11— Aircraft Lease and Rental: The five aircraft in this proposal are all insured (enclosed) by CFTAR for flight training and/or rental. Section 12 —Aircraft Airframe, Engine, and Accessory Maintenance and Repair: CFTAR performs scheduled and unscheduled maintenance on the five aircraft listed in this plan in the hangar(s) provided. The president of CFTAR is a licensed Airframe and Powerplant mechanic with over 35 -years aircraft maintenance experience. He is the maintenance manager and coordinator for all aircraft maintenance. Moreover, the president ensures that the five aircraft listed maintain airworthiness per all FAA directives. Section 19 — Environmental: CFTAR has complied and will continue to comply with all environmental standards. Section 20 — Security: CFTAR provides a combination lock box for all aircraft keys. The president changes the combination monthly to ensure that only current pilots in good standing have access. The counter/office space is approximately 168 square feet, and is located within the main lobby of the general aviation terminal building. The Authority desires to award a lease term not-to-exceed five years, to include a 60-day early- termination provision. The minimum annual rent for the first year term shall be at a rate of $18.9894 per square foot, remitted monthly. The rent shall increase annually on January 1st, based on the Consumer Price Index (CPI) throughout the life of the lease agreement. The proposer shall meet the requirements set for in the Authority’s published “Minimum Standards for Commercial Aeronautical Activity and Service Providers at the Collier County Airports” (Minimum Standards) in order to be deemed responsive. The proposal shall contain, at a minimum, the requirements outlined in Section 3 – “Applications and Qualification” to demonstrate sufficient intent. Proposals will be reviewed and ranked by Authority staff in accordance with the process outlined in Section 4 – “Action on Application.” The awarded proposer shall enter into a Lease Agreement with the Authority within sixty (60) days from the last publication of this notice in order to address additional terms and conditions deemed necessary by the Authority.
