Time Certain Items: Item 9A to be heard at 9:45 a.m. 03/28/2017 EXECUTIVE SUMMARY Recommendation to approve a Resolution in support of achieving the status of Blue Zones employer from the Blue Zones Project of Southwest Florida. OBJECTIVE: To achieve the designation of Blue Zones employer from the Blue Zones Project of Southwest Florida. CONSIDERATION: Since 2008, the Risk Management Division has administered an incentives based wellness program as part of the Group Health Insurance Plan. The program is known as the Invest in Your Health Program. The program includes various participation incentives known as “qualifiers,” which, if completed will qualify members for reduced copays, deductibles and out of pocket costs. Participation rates have consistently exceeded 94%. The Blue Zones Project is a community-wide well-being improvement initiative to help individuals and organizations make healthy choices for everyone in Southwest Florida. The Project promotes nine principles shown to contribute to a long and healthy life. Ultimately, it is the goal of the Project to become a Blue Zones Community. The Worksite portion of the Blue Zones Project encourages employers to adopt the nine principles of the Blue Zones Project as part of their worksite wellness efforts. The employer’s wellness program is submitted to Blue Zones and scored according to their criteria. If the program exceeds the minimum scoring requirements, the employer may be designated as a Blue Zones employer. Staff has been working informally with the Southwest Florida Blue Zones Project since its inception . Upon approval of this Resolution, staff will formally submit the County’s Invest in Your Health Program to Blue Zones for scoring. The goal will be to make every effort to attain the designation through minor program changes and within current budget utilizing existing staffing and resources. Staff is not seeking additional resources from the Board at this time. FISCAL IMPACT: There is no additional cost associated with this request. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To adopt the attached Resolution in support of the goal of achieving the designation of Blue Zones Employer. WHEREAS, the Blue Zones Project is a community -wide well-being improvement initiative to help individuals and organizations make healthy choices for everyone in Southwest Florida, and. WHEREAS, the Blue Zones Project promotes nine principles for promoting a long and healthy life which include Move Naturally, Purpose, Down Shift; 80% Rule, Plant Slant, bine �a), Five, Belong, Family First, and Right Tribe; and WHEREAS, the Board of County Commissioners began promoting wellness initiatives for its employees in 2002; and WHEREAS, in 2008 the Board approved an incentives based wellness program, known as the Invest in your Health Program to encourage employees and family members to identify their individual health risk factors and to engage in activities designed to reduce these health risk factors in order to promote a long and healthy life, and WHEREAS, the Invest in Your Health Program has consistently achieved a 94% or greater participation rate arnong its members; and WHEREAS, the Board desires to support the principles of the Blue Zones Project and to achieve the designation of Blue Zones Employer as a natural next step in promoting wellness among its employees. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the Board supports the goal of achieving the designation of Blue Zones Employer.
