EXECUTIVE SUMMARY
Recommendation to reappoint three member(s) to the Bayshore Beautification MSTU Advisory
Committee.
OBJECTIVE: To reappoint three members to the Bayshore Beautification MSTU Advisory Committee,
to four-year terms expiring on March 3, 2021.
CONSIDERATIONS: This 7 member committee was created on December 16, 1997, by Ordinance No.
97-82 to assist the BCC in carrying out the purposes of providing curbing, watering facilities, plantings
and maintenance of the median strips of roadways within the MSTU; providing traffic calming
improvements; and beautification and maintenance of other areas within the MSTU. The committee
prepares and recommends an itemized budget to the Board of County Commissioners. Members must be
permanent residents or owners of commercial or residential property within the MSTU. Terms are 4
years. A list of the current membership is included in the backup.
Three seats on this committee expired on March 3, 2017, and there is also one additional current vacancy.

ATTENDANCE: Ms. Dugan has had one excused absence in the past two years. Mr. Messmer has had
two excused absences. Mr. Douglas has had perfect attendance since he was appointed in January 2016.
Attendance records are included in the backup.
COMMITTEE RECOMMENDATION: That Ms. Dugan, Mr. Douglas, and Mr. Messmer each be
reappointed to their respective seats on the committee. Ms. Grathwohl does not qualify as she does not
reside within the MSTU; therefore the remaining vacancy shall continue to be advertised.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments.
