EXECUTIVE SUMMARY
Recommendation that the Board review a request for a Housing purchase assistance payment and
make a determination regarding proper payment serving a valid public purpose.
OBJECTIVE: Request that the Board review the Housing purchase assistance payment requested and
determine whether the payment is proper and serves a valid public purpose.
CONSIDERATIONS: On March 22, 2016, agenda item 11D the Board increased the purchase
assistance for extremely and very low income (less than 50% area median income) - to assist up to
$50,000, for low income (less than 80% of median income) - to assist up to $30,000 and for moderate
income (less than 120% area median income)- to assist up to $20,000.
The Clerk’s Office is requesting guidance regarding the pay request.
The Clerk’s Office currently has a pending funding request for an individual age 48, US Citizen 11/2015,
low income (less than 80% of median income) with an anticipated income of $36,526. The individual has
requested purchase assistance for the purchase of a $125,250 2Bd/2Bath Condominium Unit with an
appraised value of $126,000. The individual has reported bank account balances totaling $51,956.
County Housing has approved an award of $30,000. The applicant’s preliminary closing disclosure
includes $26,486.24 cash from the applicant to acquire the property leaving over $25,000 in cash in her
bank accounts. In reviewing the sources of qualifying income, the client has indicated that she has saved
the over $50,000 cash from multiple sources including babysitting and eldercare jobs where she has been
paid in cash. This creates concerns of unreported income sources that we are continuing to verify, but
also raised the general question of award when the applicant has significant assets/resources. Currently,
the SHIP guidelines require a projection of annual income. Local governing bodies may set additional
guidance for asset levels.
A pay request is pending for sales closing.
FISCAL IMPACT: $20,000 - $30,000 in purchase assistance funding depending upon final calculation
of anticipated income.
GROWTH MANAGEMENT IMPACT: N/A
LEGAL CONSIDERATIONS:
RECOMMENDATION: Recommendation that the Board review a request for a Housing purchase
