Agenda 03/14/2017 Item #16F503/14/2017 EXECUTIVE SUMMARY Recommendation to authorize a Work Order under RFQ # 15-6397-2 for Environmental and Biological Studies for Clam Bay Environmental Services to Earth Tech Environmental for $126,000. OBJECTIVE: To approve a Work Order to retain Earth Tech Environmental to perform environmental monitoring activities in Clam Bay as indicated in the Clam Bay Natural Resource Protection Area (NRPA) Management Plan. CONSIDERATIONS: Collier County Ordinance 2002-27, as amended, established the Pelican Bay Services Division Municipal Service Taxing Benefit Unit (the “MSTBU”) to provide quality street lighting, water management, and streetscape beautification services exclusively to the residents of Pelican Bay. On December 11, 2012, the Board of County Commissioners clarified and reaffirmed that the Pelican Bay Services Division has the responsibility for advising the County on dredging and maintaining Clam Pass and for managing such activities for the County. The environmental services solicited for this project seeks to: (1) maintain and protect native floral and faunal communities, (2) ensure the estuary has adequate tidal and freshwater flows to maintain ecological health, (3) maintain water quality, (4) monitor archaeological sites, and (5) ensure recreational activities are environmentally compatible. On January 27, 2017, staff sought proposals on this project from all five (5) of the vendors (currently under contract with the County under Agreement #15-6397) under RFQ #15-6397-2. Staff held a pre- proposal meeting on January 31, 2017, with two (2) prospective vendors attending. Two of the five vendors submitted proposals, which were received and opened by staff on February 22, 2017. The quotations received are as summarized below. In accordance with the attached Work Order, the work will cover a period of two (2) years from the time of award. Section 5.2 of Agreement # 15-6397 allows for services to be quoted upon a lump sum, time and material, or other pricing formats. The base bid was solicited and bid based upon a lump sum price. The alternate bid is based on time and materials and Earth Tech’s hourly rates as set forth in Schedule B of the agreement. For work provided under the alternate bid portion of the project, Earth Tech will provide time and material supporting documentation when submitting requests for payment. The proposed Work Order, Agreement # 15 -6397, RFQ #15-6397-2, a bid tabulation summary, and the vendors’ proposals are attached.
