EXECUTIVE SUMMARY
Recommendation to authorize a Work Order under RFQ # 15-6397-2 for Environmental and
Biological Studies for Clam Bay Environmental Services to Earth Tech Environmental for
$126,000.
OBJECTIVE: To approve a Work Order to retain Earth Tech Environmental to perform environmental
monitoring activities in Clam Bay as indicated in the Clam Bay Natural Resource Protection Area
(NRPA) Management Plan.
CONSIDERATIONS: Collier County Ordinance 2002-27, as amended, established the Pelican Bay
Services Division Municipal Service Taxing Benefit Unit (the “MSTBU”) to provide quality street
lighting, water management, and streetscape beautification services exclusively to the residents of Pelican
Bay. On December 11, 2012, the Board of County Commissioners clarified and reaffirmed that the
Pelican Bay Services Division has the responsibility for advising the County on dredging and maintaining
Clam Pass and for managing such activities for the County. The environmental services solicited for this
project seeks to: (1) maintain and protect native floral and faunal communities, (2) ensure the estuary has
adequate tidal and freshwater flows to maintain ecological health, (3) maintain water quality, (4) monitor
archaeological sites, and (5) ensure recreational activities are environmentally compatible.
On January 27, 2017, staff sought proposals on this project from all five (5) of the vendors (currently
under contract with the County under Agreement #15-6397) under RFQ #15-6397-2. Staff held a pre-
proposal meeting on January 31, 2017, with two (2) prospective vendors attending. Two of the five
vendors submitted proposals, which were received and opened by staff on February 22, 2017. The
quotations received are as summarized below.

Staff has determined that Earth Tech Environmental is the lowest, responsive/responsible bidder, and
recommends awarding Earth Tech a Work Order for the requested services.
In accordance with the attached Work Order, the work will cover a period of two (2) years from the time
of award. Section 5.2 of Agreement # 15-6397 allows for services to be quoted upon a lump sum, time
and material, or other pricing formats. The base bid was solicited and bid based upon a lump sum price.
The alternate bid is based on time and materials and Earth Tech’s hourly rates as set forth in Schedule B
of the agreement. For work provided under the alternate bid portion of the project, Earth Tech will
provide time and material supporting documentation when submitting requests for payment. The
proposed Work Order, Agreement # 15 -6397, RFQ #15-6397-2, a bid tabulation summary, and the
vendors’ proposals are attached. Upon Board approval, the issuance of the Work Order will initiate the
commencement of services.

provide project manager with a GIS map of identified areas where Category I and II invasive plant species are
found and recommend methods and frequency for treatment and removal (see Figure 8).

TIDAL GAUGES STATION MAINTENANCE
Twenty (20) trips annually as needed to four (4) tidal gauges stations (see Tidal Gauges Stations map) to
maintain equipment, reset modems, check or replace batteries, clean solar panels, etc. Probes at each station
should be removed on a quarterly basis for cleaning then reinstalled promptly.

CLAM BAY ENVIRONMENTAL SERVICES
Purpose and objectives:
The overarching goal of the Clam Bay NRPA Management Plan is to establish the basis for
management activities that will be undertaken to protect the health of the Clam Bay Natural Resource
Protection Area (NRPA) estuary. Specific information regarding the Clam Bay NRPA Management
Plan, Clam Bay permits, annual reports, maps, etc. is posted at:

The purpose of this request for service is:
1. Maintain and protect the native floral and faunal communities

Scope of Services:
BASE BID – Provide pricing for two (2) years for tasks 1 – 11 in the compensation schedule below
and sum the totals in line 12. The quote will be awarded to the responsive quoter, with the lowest
line 12 total.
Task I - Mangrove monitoring (Lump Sum)

• Quarterly monitoring of three (3) groundwater level devices at existing well point
locations (see Figure 9). Devices shall be provided and maintained by contractor.
• Obtain site-specific rainfall data from Club Pelican Bay
• Observations, data, and recommendations from this section should be included in the annual
report (Task XI).

Task X – Tidal Gauges Station Maintenance (Lump Sum)
•Twenty (20) trips annually as needed to four (4) tidal gauges stations (see Tidal Gauges
Stations map) to maintain equipment, reset modems, check or replace batteries, clean solar
panels, etc. Probes at each station should be removed on a quarterly basis for cleaning then
reinstalled promptly.
•Observations, data, and recommendations from this section should be included in the annual
report (Task XI).
Task XI - Annual Clam Bay monitoring report and presentation (Lump Sum)
•Provide annual Clam Bay monitoring report to project manager by December 15 of each year.
•Prepare and present to the PBSD Board an annual Clam Bay monitoring report detailing
the state of the system for the monitoring period.

ALTERNATE BID - Provide a time and materials amount in line 13 for two (2) years for the various
services described below. The price entered in line 13 is not included in the award formula.
Task XIII - General and Miscellaneous Services (Time and Materials)
•General consulting services as requested.
•Attendance at monthly PBSD Board and Committees meetings, and/or Board of
County Commissioners’ meetings as requested.
•Coordination of permitting activities to include pre-application meetings, application
preparation and submittals, and post-issuance reporting.
•Monitoring activities in excess of the number of included events.
