EXECUTIVE SUMMARY
Recommendation to approve the expenditure of Category “A” Beach Park Facility Tourist Tax
Funds for Request for Quote (RFQ) to Bonness, Inc. in the amount of $21,594.03 for sealing and
restriping the parking lot at Seagate Drive, and make a finding that this expenditure promotes
tourism.
OBJECTIVE: To obtain a vendor to complete sealing and restriping for the parking lot at the end of
Seagate Drive.
CONSIDERATIONS: On April 25, 2016, the Tourist Development Council (TDC) approved the grant
application and budget for Project 80347 - Thermoplastic Striping and Sealing of Parking Lot located at
the end of Seagate Drive. The proposed improvements include root removal, removal of existing meter
posts, replacement of all existing car stops, some milling and overlay, resealing the pavement, and
striping with thermoplastic.
On January 10, 2017, staff sent a Request for Quote (RFQ) to six (6) contractors under the Board
approved Contract 12-5864 and 12-5864S - Annual Roadway Contractors. A non-mandatory pre-quote
meeting was held on January 13, 2017. On January 25, 2017, five (5) quotes were received.
The quote tabulation for sealing and restriping the parking lot at Seagate Drive is:

Staff reviewed the quotes provided and recommends award to Bonness, Inc., as the lowest, qualified, and
responsive bidder for the amount of $21,594.033. Bonness’ quote is approximately 44% lower than the
Project Manager’s estimate.
FISCAL IMPACT: Sufficient funding for the award, including contingency funding of $3,000, is
provided in TDC Beach Park Facilities Fund (183) within the Seagate/North Gulf Shore Beach Access
projects 80335 and 80347.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
ADVISORY BOARD RECOMMENDATIONS: The Parks and Recreation Advisory Board (PARAB)
previously approved this project with a 7-0 vote on April 20, 2016.
TDC RECOMMENDATION: At the regularly scheduled meeting on February 27, 2017, the Tourist
Development Council approved the expenditure of funds to Bonness, Inc. for sealing and restriping the
parking lot at Seagate Drive in the amount of $21,594.03, including $3,000 in contingencies with 9-0
vote.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
