Agenda 02/28/2017 Item #16G 202/28/2017 EXECUTIVE SUMMARY Recommendation to approve and execute the First Amendment to a Collier County Airport Authority Standard Form Lease with Raven Air Marco Island, LLC, d/b/a Island Hoppers at the Marco Island Executive Airport. OBJECTIVE: To amend the Collier County Airport Authority (Authority) Standard Form Lease with Raven Air Marco Island, LLC, d/b/a Island Hoppers (Lessee) to remove counter space. CONSIDERATIONS: The Authority and Lessee entered into a Collier County Airport Authority Standard Form Lease Agreement (Agreement) on June 24, 2014, (Agenda Item 16G3) for counter and office space at the Marco Island Executive Airport. On December 13, 2016, the Board of County Commissioners (Board) approved a debt-payment agreement, (Agenda Item 16G1) to address liabilities and timely payment of debt payments owed by Lessee to the Authority. All arrears have since been paid in full. On January 13, 2017, Authority staff received written notice of the Lessee’s intent to vacate the counter space, while maintaining the separate office area included within the Agreement. The Authority and Lessee desire to amend the Agreement to eliminate the use of the counter space from the Agreement. The Agreement is Exhibit I to the Amendment. Staff is currently in the process of soliciting competitive proposals from qualified aeronautical operators that have expressed interest in occupying the counter space. A ranking of proposals received, along with staff’s recommendation will be presented to the Board at a future meeting. FISCAL IMPACT: Rent received from Lessee, will decrease by $258.85 per month, plus applicable taxes. The revised rent in the amount of $107.85, plus applicable six percent sales tax of $6.47 for a total of $114.32 per month, shall be deposited into the Airport Authority Fund (495) Marco Island Executive Airport cost center. GROWTH MANAGEMENT PLAN IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. - JAB RECOMMENDATION: To approve and authorize the Chairman to execute the attached First Amendment to Collier County Airport Authority Standard Form Lease between the Collier County Airport Authority and Raven Air Marco Island, LLC, d/b/a Island Hoppers.
