Agenda 02/28/2017 Item #16D 802/28/2017 EXECUTIVE SUMMARY Recommendation to approve the expenditure of Category “A” Beach Park Facility Tourist Tax Funds and approve a Work Order to McGee & Associates, for landscape and irrigation design services in the amount of $2,777.50 at North Gulf Shore Boulevard / Seagate Beach Access and make a finding that this expenditure promotes tourism. OBJECTIVE: To provide landscape and irrigation design services for the improvements to landscape and beach access at North Gulf Shore Boulevard / Seagate Beach Access. CONSIDERATIONS: On November 23, 2015, the Tourist Development Council approved McGee & Associate’s Work Order on the Board approved contract 12-5892 Fixed Term Landscape Architectural Services for the design of landscape enhancement at North Gulf Shore Boulevard / Seagate Beach Access. This Work Order expired on December 6, 2016. A new contract, 16-6598 Fixed Term Landscape Architectural Services, was approved by the Board on October 25, 2016. The McGee & Associates Work Order for $2,777.50 is issued under Contact #16-6598 for landscape and irrigation design services to the roadway median. The scope of services is attached. Staff requested and received a proposal from McGee & Associates to provide Landscape Architectural Services for the design of landscape enhancement at North Gulf Shore Boulevard / Seagate Beach Access. Extensive public outreach was conducted with the community and several meetings were held with the Gulf Shore Condominium Association (GSAC), LeParc Condominium, and Naples Cay Condominiums in order to collaborate and obtain consensus on the final design. Elements gleaned from this input from the community were then incorporated into the project. Completion of the landscaping and sidewalk improvements at this location are expected to commence at or around May 1, 2017 and be completed by July 30, 2017. Staff has reviewed the proposal and is recommended proceeding with the Work Order attached. FISCAL IMPACT: Funding for the recommended award is provided in TDC Beach Park Facilities Fund (183) within the North Gulf Shore Access project budget (Project No. 80335). GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board (PARAB) previously approved this project with a 5-0 vote on April 15, 2015. TDC RECOMMENDATION: On January 23, 2017, the Tourist Development Council approved the Work Order to McGee & Associates for landscape and irrigation design services in the amount of $2,777.50 with an 8-0 vote. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. - SRT RECOMMENDATION: That the Board of County Commissioners approves the expenditure of Category “A” Beach Park Facility Tourist Development Tax funds to McGee & Associates for landscape and irrigation design services in the amount of $2,777.50 and makes a finding that this expenditure promotes tourism. McGee & Associates (M & A) agrees to provide services for the landscape, hardscape and irrigation renovation design and contract administration as generally described in the following “Scope of Services” for the above listed project. Scope of Services Task 2.1 - Final Landscape Design Prepare landscape planting and hardscape renovation plans per applicable Collier County Land Development Code requirements, industry standards and per requested program elements. 2.1.1 Meetings & Correspondence: Attend necessary staff and/or project on-site meetings for the project design development and provide required written correspondence, verbal communications or presentations for the project development. 2.1.2 Design: Develop a landscape planting plan based upon the site conditions and requeste d design program elements. To minimally include items or services as follows: a. Planting design or layout plans. b. Materials Tabulation of Quantities, bid schedule containing, plant quantities, installed sizes, specifications and mature sizes. c. Hardscape paving installation details and notes as identified or as applicable. d. Planting installation details and specifications. 2.1.3 Construction Drawings: Prepare plans to County approved bidding and installation construction drawings and specifications for exhibits or attachments to the final Contract Documents. 2.1.3 Opinion of Costs: Develop opinion of costs related to the approved final drawings. Task 3.1 - Final Irrigation Design Prepare Irrigation renovation plans based upon existing irrigation system, per industry standards and per the requested design program elements. 3.1.1 Meetings & Correspondence: Attend necessary staff and/or project on-site meetings for the project design development and provide required written correspondence, verbal communications or presentations for the project development. 3.1.2 Design: Develop an irrigation renovation plan and/or notations to upgrade the existing system based upon the proposed planting plan. To minimally include items or services as follows: a. Identification and location of existing irrigation sources, main lines, controllers, and water source, and connections as required. b.
