EXECUTIVE SUMMARY
Recommendation to approve Change Order #1 to Au Miller Pools, LLC for an additional cost of
$109,642 and additional time of 93 days for repairing unforeseen defects revealed during the
resurfacing of the Lazy River at the Sun-N-Fun Lagoon at North Collier Regional Park.
OBJECTIVE: To remove and repair large areas of the existing marcite pool/river lining that have
separated from the underlying reinforced concrete shell, and to correct other unforeseen, deficiencies
revealed during the surface preparation phase of the existing contract work scope.
CONSIDERATIONS: On November 15, 2016, item 16.D.11, the Board of County Commissioners
approved the Invitation to Bid 16-7014R to Au Miller Pools, LLC in the amount of $369,271 for repairs
and resurfacing of the Lazy River Pool at the Sun-N-Fun Lagoon at North Collier Regional Park. A
notice to proceed was issued on January 9, 2017 with a completion date of March 20, 2017.
The original scope of work for the Lazy River includes services to make known repairs and resurface the
underwater river surfaces. The resurfacing segment included surface preparation of the existing marcite
coating by grinding relief at its juncture with the waterline tiling and around drains, nozzles, underwater
lights, etc. It also included a light scarifying of the surface of the existing marcite to ensure adherence of
the new pool lining material.
During the surface preparation phase of construction, the contractor discovered many hollow, delaminated
areas in the existing, marcite surface of the Lazy River. To evaluate the extent of the delamination, the
contractor went ahead and systematically tested all areas of the floor and marked the problem areas. The
testing revealed that approximately 50% of the floor surface was hollow sounding indicating
delamination. These areas that are no longer bonded to the concrete shell must be removed prior to the
application of the new finish to insure a predictable life for the new surface. The contractor proposes to
remove the loose areas of the existing plaster, then applying cement patching compound to re -level the
surface before resuming the complete resurfacing of the river. In addition to the hollow spots, there are
other items discovered during construction that needs to be repaired. The itemized cost and list of repairs
are attached.
Staff reviewed the proposals and recommend proceeding with this change order. If approved, Change
Order #1 will correct and repair the unforeseen conditions discovered during construction that were
outside the original scope of work.
FISCAL IMPACT: Funds are budgeted in Pool Repair/Maintenance project 80353 in Parks Capital
Improvement Fund 306. There is $40,000 contingencies in the project which will be applied to this
change order.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.-SRT
