EXECUTIVE SUMMARY
Recommendation to award Bid #16-6572R to Quality Enterprises USA, Inc., for construction of the
“Golden Gate Parkway at Livingston Road Intersection Improvements” project in the amount of
$289,129.70, Project 33431, authorize the Chairman to execute the contract, and authorize the
necessary budget amendments.
OBJECTIVE: To provide intersection improvements at the Golden Gate Parkway and Livingston Road
intersection.
CONSIDERATION: On September 8, 2015, Item 16A36, the Board of County Commissioners (Board)
approved a Local Agency Program (LAP) Agreement with the Florida Department of Transportation
(FDOT) for intersection improvements on Golden Gate Parkway at Livingston Road. This agreement set
aside funding to be reimbursable up to the amount of $272,184 for construction and $59,179 for
construction engineering inspection (CEI) of this project.
On October 21, 2016, the Procurement Services Division sent 5,363 (five thousand, three hundred sixty
three) notices to vendors for Bid #16-6572R for the construction of intersection improvements on Golden
Gate Parkway at Livingston Road. This project includes extension of both the eastbound and westbound
right turn lanes.
On November 21, 2016, 7 (seven) bids were received and opened. The qualified and responsive bid
results are as follows:

Staff reviewed the unit pricing on the bid tab, and Quality Enterprises USA, Inc., was the lowest,
qualified and responsive bidder with a bid of $289,129.70. The Design Engineer’s opinion of probable
cost for the project was $306,315.69. The Quality Enterprises USA, Inc., bid is 5.9% lower than the
Engineer’s estimate. The Design Engineer recommend the award of the bid to Quality Enterprises USA,
Inc., (see attached letter).
FISCAL IMPACT: The anticipated cost for this intersection improvements project is $289,129.70.
Funding from the Federal Highway Administration passed through FDOT in the amount of $272,184 and
is available within Growth Management Grant Fund 711, Project 33431. Budget amendments are
required to appropriate local funds in the amount of $16,945.70 within Growth Management Capital Fund
313, Project 33431 for the remainder of the cost.
The estimated useful life of roadway improvements is 15 years, with minimal to no repair cost during that
duration of time.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG

Chairman to execute the attached contract, and authorize all budget amendments necessary to recognize

I have reviewed the bid and analyzed it for anomalies by comparing it to the engineer’s estimate and the average
of the bid price. Below are pay items in which the Contractor’s price was significantly different than the
Engineer’s Estimate:
101-1 Mobilization (1 LS) – Higher than estimated
102-1 Maintenance of Traffic (1 LS) - Lower than estimated
285-715 Optional Base Group, Base Group 15 (9” Thick) (SY) - Higher than estimated
715-4-119 Light Pole Complete (Incl. Foundation, Fuse Holder & Surge arrester) (EA) - Lower than estimated
737-70-1 Utility Locates, Underground (EA) - Higher than estimated
Unit Prices for Engineer’s Estimate were taken from historical pricing from County projects and FDOT Area
Averages. All pay items and associated quantities have been reviewed and deemed correct based on the proposed
plans. Overall the bid was 5.9 % lower than the engineer’s estimate.
I have verified the plan quantities for these items and find minimal risk to the county in awarding the bid.
