Backup Documents 02/14/2017 Item # 4C 4 `Y PROCLAMATION WHEREAS, John Harris Spilker has been involved in the Boy Scouts of America organization for 11 of his 16 years; and, WHEREAS, Mr. Spilker worked diligently to attain the rank of Eagle Scout, which is achieved by only 4 of every .100 boys who enter Scouting. Mr. Spilker was awarded his Eagle Scout rank during the Court of Honor, a formal ceremony held on February 11, 2017, in Collier County; and, WHEREAS, to achieve the rank of Eagle Scout, Mr. Spilker had to earn at least 21 merit badges, demonstrate Scout Spirit - an ideal attitude based upon the Scout Oath and Law, service and leadership - and complete an extensive service project; and, WHEREAS, for his Eagle Service Project, Mr. Spilker created two artificial reefs in Collier County, which will promote marine life in our waters and be a haven for corals, fish and other invertebrate life; and, WHEREAS, in addition to receiving the Eagle Scout honor, Mr. Spilker, a member of Troop 243, was elected by his peers into the Scouting honor society called the Order of the Arrow, which recognizes those Scouts who best exemplify the Scout Oath and Law in their daily lives; and, WHEREAS, this recognition provides encouragement for others to live these ideals as well. Arrowmen are known for maintaining camping traditions and spirit, promoting year- round and long-term resident camping and providing cheerful service to others; and, WHEREAS, the Collier County Board of County Commissioners values Mr. Spilker's contributions to our community. NOW THEREFORE, the Collier County Board of County Commissioners does hereby recognize and congratulate Mr. John Harris Spilker for a// that he has done to make our community a better place.
