Agenda 02/14/2017 Item #16D902/14/2017 EXECUTIVE SUMMARY Recommendation to approve the expenditure of Category “A” Beach Park Facility Tourist Tax funds for Beach Park Entrance Enhancement and Interpretive Signage at Tigertail Beach Park for $23,459.71, award Request for Quote (RFQ) to Sign Pro of North Florida, Inc., and make a finding that this expenditure promotes tourism. OBJECTIVE: To obtain a vendor to design, fabricate, frame and deliver durable graphic interpretive and informational signs for Tigertail Beach Park. CONSIDERATIONS: On April 27, 2015, the Tourist Development Council (TDC) approved the budget for Project No. 80338, Beach Park Entrance Enhancement and Interpretive Signage at Tigertail Beach Park, in the City of Marco Island. The TDC approved budget was $50,000. The scope of work for signage includes design, fabrication, and delivery of twenty -five durable outdoor graphic interpretive and informational signs and refurbishment of the entrance sign. On September 23, 2016, staff sent a Request for Quote (RFQ) for new signage to six (6) vendors. A non- mandatory pre-quote site meeting was held, and three (3) quotes were received by October 21, 2016. SignPro Graphics was the lowest bidder for $2,660; however, their proposal was rejected because it does not meet the design standard required by Parks and Recreation staff. Lykins Signtek, the second low bidder for $18,777, wanted to increase their proposal for an additional $837.25 to pay for their subcontractors, which would have made a revised quote for $19,614.25. Because the proposal did not meet all the items requested without the revisions, the quote was rejected as non-responsive. Based on the two vendors being deemed non-responsive, staff recommends award to Sign Pro of North Florida, Inc. as the lowest, qualified, and responsive bidder for $23,459.71 for Tigertail Beach Park Entrance Enhancement and Interpretive Signage Installation. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board (PARAB) previously approved this project with a 5-0 vote on April 15, 2015. Pitt and Sylvan Springs for NWFWMD.  That project was larger in scale, scope,  and budget than the current RPF.  We stayed under the proposed budget while Sign Pro staff has 45 years of combined experience designing,  manufacturing, and installing sign structures.   We have produced signs with  such a wide variety of substrates and methods that we will know what will work  for your application and can provide you with that guidance.  We can provide  you with drawings of the various mounting methods and if needed, we can have  custom mounts or kiosks designed for your application.      In 2015 we produced over 10,000 signs to NWFWMD while under very  tight deadlines.  We delivered all of the signs with no quality or warranty issues  and on time.  We have the staff and industry partners to produce many signs in a  short time all while using the best materials for the application.      In section g. you will see a recently completed installation of a flood  totem memorial with a rock base for SRWMD.  We worked with the district to  provide the appropriate sign materials for their needs.  We hand‐laid the rock  base and cap per the districts engineered drawings and direction.  The artwork  was provided by the district and we reproduced it exactly onto a long lasting high  pressure laminate panel.  We designed and created a custom mount to help
